Head of Pre-construction

Overview

A well‑established and highly respected Design & Build commercial fit‑out contractor is seeking a dynamic Head of Pre‑Construction to lead and develop their front‑end function. With projects ranging up to £10m, this role is central to shaping winning strategies, driving technical excellence, and ensuring every scheme is set up for success from day one.

You will lead a team of five pre‑construction professionals across estimating, design, and technical support, while working closely with the senior leadership team to influence business strategy and secure high‑quality projects.

Key Responsibilities

• Lead the full pre‑construction process across multiple D&B commercial fit‑out projects up to £10m
• Manage, mentor, and develop a team of five (pre-construction managers, design managers, bid coordinators, technical staff)
• Oversee early‑stage client engagement, feasibility, and solution development
• Drive the creation of robust, competitive, and compelling tender submissions and proposals
• Lead design development, ensuring solutions are buildable, commercially viable, and aligned with client objectives
• Oversee value engineering exercises to optimise cost, programme, and quality
• Review drawings, specifications, and technical information to identify risks, opportunities, and design gaps
• Work closely with the estimating team on pricing, procurement strategy, and subcontractor engagement
• Present proposals and technical solutions to clients with clarity and confidence
• Ensure seamless handover to delivery teams, providing ongoing support where required
• Implement and refine pre‑construction processes, standards, and best practice across the department
• Contribute to business development, pipeline strategy, and client relationship management
• Report directly to the board on pre‑construction performance, pipeline, and team development

Experience & Requirements

• Minimum 5 years’ management experience within pre‑construction, estimating, or design management
• Proven track record in Design & Build commercial office fit‑out (CAT A, CAT B, refurb, workplace)
• Experience delivering or overseeing projects up to £10m
• Strong technical understanding of construction methodology, M&E systems, and D&B processes
• Excellent commercial awareness and ability to balance cost, quality, and programme
• Confident communicator with the ability to influence clients and internal stakeholders
• Strong leadership skills with experience managing and developing a team
• Highly organised, proactive, and solutions‑focused
• ASTA Powerproject or similar programming experience beneficial
