Job summary

The role

To manage construction projects within a fast-paced environment. You will work closely with United States Visiting Forces (USVF) project teams and DIO appointed contractors to manage construction projects from initiation to completion.

This position is advertised at 37 hours per week.

Due to the nature of the role, part time and job share arrangements may be considered, subject to the requirement that full-time hours are fully covered (or business needs are met).

Job description

Main responsibilities

  • To work collaboratively with the USVF Project Manager and DIO appointed contractors to successfully deliver construction projects within an agreed time frame and to an agreed standard.
  • Leading project teams, managing priorities and targets ensuring delivery of objectives.
  • Promoting a positive, collaborative, and proactive working environment within project teams and with key contractual and financial functions, within DIO and MOD.
  • Developing teams and individuals to build capability, ensure appropriate plans are in place and supporting Departmental business.
  • Developing strong and collaborative relationships with customers and contractors supporting effective communications and delivery of services. Understand and act on customer and DIO priorities.
  • Acting on customer feedback, establishing, and delivering action plans for systemic issues within projects.
  • Attending and chairing customer liaison meetings, providing expert estate advice in line with DIO’s vision, seeking advice when required.
  • Managing and assuring service delivery, meeting customer needs, and achieving value.
  • Validating and approving payments to the Business Support and Commercial Teams, undertaking financial forecasting.
  • Developing and delivering annual assurance plans ensuring compliance with legislation and contract deliverables.
  • Collaborate closely with all relevant internal and external organisations including but not limited to DIO Core services and DIO Technical and Environmental teams to ensure compliance with DIO policies and practices.
  • Investigating and rectifying compliance and service delivery issues.
  • Producing high quality and accurate reports covering contractor performance, risks, and issues.
  • Managing projects through to completion addressing changing customer requirements and updating the Command Infrastructure Development Plan (CIDP). Ensure changes are appropriate and technically robust.
  • Developing Business Cases for DIO expert scrutiny.
  • Ensuring effective & efficient delivery of major and high-profile projects.
  • Identifying and developing efficiency opportunities

Person specification

Desirable Experience/Skills

  • Project Management Qualifications or experience in delivering construction projects.
  • Level 4 qualification in Construction/Built Environment, HNC/HND/Foundation Degree technical qualification in Building & Civil or Mechanical & Electrical Engineering
  • Technical and Project Management experience

Essential Criteria

  • Full UK Driving Licence
  • Experience in Project or Facilities Management.
  • Experienced in the use of Microsoft Word, PowerPoint, Microsoft Excel, Microsoft Teams, and Microsoft Outlook.
  • Experienced with SharePoint and file management.
  • The ability to develop strong collaborative relationships with different stakeholders.
  • Experienced in arranging and chairing meetings, giving, receiving, and recording information.

Hybrid Working
Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
