No two days are the same as we support the United States Visiting Forces (USVF) in the UK. Our outputs include the delivery of works; developing and implementing DIO/US Civil Engineering joint policy and procedures and undertaking Estate Stewardship on behalf of the Secretary of State to ensure the estate is Safe and Legally compliant.

As a DIO Estate Facilities Manager, you will engage with US Service Clients, Contractors, and Service Providers to deliver quality improvements to the estate, and ensure the estate is maintained at the required standard.

This position is advertised at 37 hours per week.

Job description

As an Estate Manager within the Defence Infrastructure Organisation (DIO), you will play a key role in supporting the Senior Estate Manager in the effective management of the estate. You will engage with US Service TLB (Top Level Budget Holders), Contractors, and Service Providers to ensure the estate is maintained to the required standards and supports operational needs. Acting as a vital link between stakeholders, you will help ensure the estate is managed in alignment with UK compliance standards and US Visiting Forces (USVF) requirements.

Key Responsibilities:

  • Support for Additional Works Management: Assist in the day-to-day management of the USVF Top Level Budget (TLB) Core Work Programme, including the preparation, processing, and coordination of additional works services. Ensure activities are planned and prioritised to meet operational requirements.
  • Estate Compliance and Risk Monitoring: Support the Senior Estate Manager in ensuring the estate remains compliant with UK regulations or demonstrates progress towards compliance. Assist in tracking and addressing compliance risks in collaboration with USVF, DIO Financial and Commercial teams, and other stakeholders.
  • Stakeholder Engagement: Work closely with internal and external stakeholders, including USVF, contractors, and subject matter experts (SMEs), to support estate infrastructure requirements. Provide updates on work progress and estate conditions, ensuring alignment with DIO and UK standards.
  • Contractor and Performance Monitoring: Assist in monitoring contractor performance, reviewing progress reports, and identifying areas for improvement. Ensure works are delivered to specification, meeting quality, cost, and time requirements (triple constraints).
  • Work Oversight and Quality Assurance: Support the oversight of billable works to ensure they meet required standards. Participate in work progress meetings, assist in managing risks, and ensure UK Host Nation requirements are met. Contribute to the development of business cases for the effective use of UK Host Nation and USVF funds.
  • Team Support and Collaboration: Work collaboratively with internal teams to ensure timely delivery of outputs. Foster a positive working environment, supporting the Senior Estate Manager in promoting staff wellbeing and professional development.
  • Values and Integrity: Conduct all activities with professionalism, authenticity, and integrity, consistently demonstrating DIO values. Support the Senior Estate Manager in fostering a culture of ethical behaviour and high-quality delivery.

Additional Responsibilities:

  • Assist in collaborating with financial and commercial teams to ensure effective budget management and value for money in estate-related activities.
  • Contribute to the development and implementation of solutions to improve estate management outcomes.
  • Support compliance with UK Host Nation stewardship obligations, maintaining accountability and transparency.

  • Experience in facilities or estate management, with an understanding of compliance, risk management, and quality assurance.
