Access and Performance Consultant/Head of Elective Access
Job Purpose
The post holder will work collaboratively with Divisional Management Teams, Corporate Teams and the Trust Executive to provide strategic leadership and operational management of the Trust’s access and waiting-time performance.
The post holder will be accountable for supporting the delivery, monitoring and continuous improvement of national access standards, including:
- Cancer waiting-time standards
- 18-week Referral to Treatment (RTT)
- Diagnostic waiting times
- Elective and planned care
- Non-18-week waiting lists
- Cancelled operations
- Patient Tracking Lists (PTLs)
- Patients transferred to other NHS and independent-sector providers
The role will ensure that robust policies, governance arrangements, performance-management processes, data-quality controls and escalation mechanisms are in place to support compliance with national standards and deliver sustained improvements in patient access.
Working closely with Divisional Managing Directors, Operational Managers, clinicians, corporate teams, commissioners, the Integrated Care System (ICS) and NHS England, the post holder will provide high-quality analysis, assurance and leadership to identify risks, develop recovery plans and ensure agreed actions are delivered.
The post holder will provide expert advice to the Deputy Chief Operating Officer, Trust Executive Team, Trust Board and other stakeholders on access performance, risks, opportunities and required interventions.
Experience.
You will have experience examining the Clinical pathways to understand the reasons, such as:
- Variation in clinical practice
- Delays in pre-operative assessment
- Theatre scheduling
- Inpatient bed availability
- Discharge processes
- Follow-up arrangements
Experience of applying GIRFT methodology, benchmarking and evidence-based service improvement approaches to identify unwarranted variation, improve patient pathways, enhance productivity and deliver sustainable improvements in quality and operational performance.
