About the role
Housing Technical Projects Manager
Job descriptionFull Time / 37 Hours Per Week / Permanent
Leicester City Council is seeking an experienced and motivated Housing Technical Project Manager to lead the delivery of a diverse portfolio of complex, high-value capital investment projects across its housing stock.
This is an exciting opportunity to play a key role in improving council homes and ensuring residents live in safe, high-quality, and sustainable properties. The successful candidate will be responsible for delivering major refurbishment and asset improvement programmes, ensuring projects are completed safely, on time, within budget, and in full compliance with statutory and regulatory requirements.
This is a full time, permanent role working 37 hours per week. You’ll have flexibility in hybrid working being both office based, at Mowmacre Hill Hub on Jersey Road or working remotely from home to suit the needs of the service. However, under our New Ways of Working Policy you’ll be required to work a minimum of two days from a non-home base location.
What you’ll be doing
As Housing Technical Project Manager, you will be responsible for managing a portfolio of large-scale capital investment projects from inception through to completion. Working closely with internal stakeholders, elected members, residents, consultants, and contractors, you will ensure projects are delivered to the highest standards of quality, compliance, and customer satisfaction.
The role involves overseeing all aspects of project planning, procurement, delivery, and performance monitoring. You will manage project budgets, oversee financial forecasting and expenditure, and ensure that projects remain aligned with approved business objectives. You will also be responsible for ensuring compliance with relevant legislation, regulations, and council policies while managing consultants, contractors, and professional teams to achieve agreed outcomes.
A key aspect of the role will be identifying and managing risks, maintaining effective governance arrangements, and providing clear performance reporting. You will engage proactively with residents and stakeholders throughout the project lifecycle, ensuring communication is effective and expectations are managed appropriately. In addition, you will provide technical expertise and professional leadership on housing investment projects while driving continuous improvement across programmes and services.
About You
We are looking for a highly organised, commercially aware, and results-focused project manager with a proven track record of delivering complex construction, housing, or property-related projects.
You will have significant experience managing large-scale capital works programmes or investment projects and possess a strong understanding of housing asset management, construction, refurbishment, and compliance requirements. Experience in managing substantial project budgets, financial performance, contracts, and procurement processes is essential.
The successful candidate will demonstrate excellent stakeholder management and communication skills, with the ability to build productive relationships and influence a wide range of audiences. You will be capable of managing multiple projects and competing priorities while maintaining strong attention to detail and a focus on achieving outcomes.
You will also have experience in risk management, performance monitoring, and governance reporting, together with a relevant professional qualification in construction, project management, building surveying, or a related discipline.
What we can offer you
As well as the satisfaction of helping to improve thousands of lives across Leicester, you can look forward to a work environment that encourages a healthy work/life balance. You’ll enjoy generous annual leave, membership of the Local Government Pension Scheme and the option of flexible working. We’ll also give you the chance to develop your skills and expertise with a variety of training and development opportunities. In addition, you can choose from a number of flexible benefits, including discounts on city buses and trains.
