About the role

Project Officer – Housing Services

Client: Rugby Council
Location: Rugby Town Hall
Contract: 3 months initially
Hours: 37 hours per week
Rate: £18.35 PAYE
IR35: Inside IR35
Working Arrangement: Hybrid, with approximately 2 days per week on site
Start Date: ASAP

Role Overview

Rugby Council is looking for an experienced Project Officer to join its Housing Services team. This is a project-focused role supporting the review and improvement of a range of housing services.

The successful candidate will work independently under the direction of the Housing Services Manager, undertaking research, consultation, analysis and project work to support service development and change.

Key Responsibilities

  • Lead and support reviews of Independent Living Services, including the redesignation of housing stock.
  • Contribute to reviews of Lifeline and Out of Hours Services.
  • Assist with establishing a Service Level Agreement with another Local Authority for property management services.
  • Support reviews of rents and service charges.
  • Organise and deliver tenant and stakeholder consultation exercises.
  • Contribute to reviews of tenancy terms and conditions.
  • Prepare project briefs, initiation documents, project plans, risk registers and specifications.
  • Research service delivery options and develop recommendations, including costings and feasibility assessments.
  • Produce reports, data and information for senior officers, elected members, contractors and other stakeholders.
  • Develop and update relevant policies and procedures.
  • Support the introduction of new ways of working and provide information or training to staff.
  • Maintain accurate project documentation, databases and records in line with Council requirements.
  • Raise requisitions and ensure expenditure is appropriately authorised.

Essential Experience & Skills

  • Experience working within social housing or a related housing environment.
  • Strong research, analytical and problem-solving skills.
  • Experience supporting or delivering projects, service reviews or service improvements.
  • Ability to investigate issues and develop practical recommendations.
  • Strong written and verbal communication skills, including report writing.
  • Experience engaging with tenants, staff, contractors and other stakeholders.
  • Strong IT and data management skills.
  • Ability to work independently while contributing effectively as part of a team.
  • Ability to manage competing priorities and work effectively under pressure.
  • Understanding of confidentiality and Data Protection requirements.
  • Full current driving licence and access to a vehicle for work purposes.

Desirable: Experience working with Independent Living or Lifeline Services and previous Local Authority experience.
