Home Ownership Officer
Pay Rate: £21–£22 per hour PAYE
Hours: 35 hours per week
Contract: Temporary
Department: Housing / Home Ownership Services
Role Purpose
The Home Ownership Officer will be responsible for managing the financial and administrative aspects of leasehold and home ownership services, including service charges, major works, shared ownership rent and ground rent.
The role will ensure charges are accurately calculated, notified and recovered in line with lease agreements and relevant legislation. A key requirement is hands-on leasehold management and Section 20 consultation experience.
Key Responsibilities
- Calculate, notify and bill estimated and actual service charges, including major works charges, shared ownership rent and ground rent.
- Manage Section 20 consultations in accordance with the Landlord and Tenant Act 1985, lease requirements and relevant legislation.
- Provide advice and guidance to leaseholders, shared owners and housing staff on service charges, major works, leases and associated legislation.
- Deal with enquiries, complaints and disputes relating to service charges and major works.
- Work closely with collection officers to maximise the recovery of service charges, major works charges, homeowner rents and other related income.
- Ensure charges are accurately recorded and recovered in accordance with the relevant lease and legislation.
- Support the effective management of homeowner income and contribute to the financial viability of the Housing Revenue Account (HRA).
Essential Experience
- Previous leasehold management experience is essential.
- Section 20 consultation experience is essential.
- Experience dealing with leaseholders and/or shared owners.
- Strong understanding of service charges and major works.
- Knowledge of leases and relevant housing/leasehold legislation.
- Experience handling homeowner enquiries, disputes and potentially challenging conversations.
- Experience supporting the recovery of housing-related charges or income.
