As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.

This position is a Reserved Post within the Civil Service, for which only sole UK nationals are eligible. Under the Civil Service Nationality Rules, UK nationals include British citizens, British subjects with the right of abode in the United Kingdom, and British Overseas Territories citizens.

This position is advertised at 37 hours per week.

Are you an experienced infrastructure professional who thrives on managing complex projects, driving high standards, and ensuring critical facilities operate safely and effectively?

At HMNB Clyde, you'll play a key role in delivering and assuring infrastructure that supports national defence. Working across a diverse portfolio of highly regulated facilities, you 'll provide intelligent customer oversight, lead engagement with industry partners, and ensure projects are delivered safely, efficiently, and to the highest standards.

This is a unique opportunity to influence major infrastructure investment programmes, work alongside technical specialists, and contribute directly to the future capability of the Royal Navy.

What you will be doing:

• Lead the assurance and oversight of complex infrastructure projects, ensuring they are delivered safely, on time, within budget, and to required performance standards.
• Act as the intelligent customer for infrastructure programmes, working closely with suppliers, contractors and stakeholders to ensure successful delivery.
• Develop and define infrastructure requirements, translating operational needs into clear project outcomes and specifications.
• Ensure construction, modification, commissioning, handover and asset acceptance activities meet safety, quality and governance requirements.
• Manage asset investment and lifecycle plans, helping critical infrastructure remain effective, reliable and fit for the future.
• Build strong relationships across technical, operational and commercial teams, providing expert advice and promoting a strong culture of safety, security and continuous improvement.

Person specification

To be successful with your application, you'll need to show that you meet the following essential criteria:

• Experience overseeing the delivery of infrastructure, engineering, construction or asset management projects.
• The ability to manage suppliers and contractors, holding them accountable for quality, safety, cost and delivery outcomes.
• Strong stakeholder management skills, with experience building effective relationships across multidisciplinary teams.

This job role is / may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (the permanent duty station, HMNB Clyde which is based on business assessment of where the work is best done) and working from home as a personal choice (if the role is suitable for this). If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
