Job summary
The Facilities Manager (FM) plays a vital role within Cottesmore Station Headquarters, supporting the delivery of facilities services across a busy and diverse Defence establishment. Working closely with the Station/Hub Manager, the FM helps oversee both hard and soft facilities management services, ensuring they are delivered effectively and meet required standards.
A key responsibility of the role is monitoring the performance of industry partners and contractors, ensuring they consistently meet agreed service levels and key performance indicators. The FM provides assurance that facilities, infrastructure and support services are operating effectively to enable the station to meet its operational and logistical requirements.
The Facilities Manager investigates any issues or shortfalls in service delivery, working with stakeholders and service providers to identify solutions and drive improvements. The role covers a broad range of responsibilities and requires the ability to provide advice and support on a variety of facilities management matters.
Success in this role depends on building and maintaining strong working relationships with a wide range of stakeholders, both across the station and with external partners, to ensure the safe, efficient and effective delivery of facilities services.
This position is advertised at 37 hours per week.
Job description
Key responsibilities:
- Line manage and support a team of three Skill Zone employees.
- Monitor and provide assurance on Soft Facilities Management (FM) services, including cleaning, waste management, catering and retail services, laundry, tailoring, window cleaning, mess services and domestic assistance.
- Act as the Contract Supervising Officer (CSO) for the Soft FM contract, raising service delivery issues with the Defence Infrastructure Organisation (DIO) and engaging with Regional Command on new initiatives.
- Work closely with DIO and industry partners to identify, investigate and resolve facilities management issues, ensuring solutions are agreed, tracked and completed.
- Identify new and evolving Soft FM requirements and submit Requests for Contract Action (RCA) to DIO in consultation with industry partners.
- Manage and deliver the Station Waste Management Plan, including regular reviews, updates and waste reduction initiatives.
- Manage and audit multiple waste management contracts and oversee specialist waste disposal requirements in support of operational activity.
- Oversee the Station scrap compound, ensuring hazardous waste is disposed of safely and in line with health, safety and environmental legislation, while maintaining accurate records.
- Monitor and provide assurance on Hard Facilities Management (infrastructure) contracts, acting as the Station point of contact for selected projects.
- Liaise with Hard FM contractors to resolve infrastructure issues, escalating where necessary, and monitor progress through to completion.
- Act as the main point of contact with the local authority, supporting collaboration on local services, initiatives and issue resolution.
- Provide facilities management information, advice and briefings to units and organisations based on the Station.
- Maintain the Station Asset Register and ensure records remain accurate and up to date.
- Act as CP&F Approver for Station purchases, ensuring contracts are used effectively and represent value for money.
- Lead and coordinate Station energy reduction and sustainability initiatives, including delivery of the TRIAD energy reduction plan and other environmental projects.
- Undertake any other reasonable duties required to support the delivery of Facilities Management services across the Station.
Person specification
Essential skills required:
- Experience in Hard and Soft Facilities Management
- Experience in customer relationship management and stakeholder engagement
- Experience managing local suppliers, including performance oversight and issue escalation
- Health and safety management experience
- Ability to deal with compliance in terms of fire safety and maintenance and electrical testing
- Ability to analyse and present data from multiple sources
- IT skills such as word, excel and outlook
Desirable Skills:
- IOSH or NEBOSH general certificate in H&S
- IWFM (Institute of Workplace and Facilities Management) Level 2 or Level 3 qualification
- Knowledge of statutory building processes, regulations, and compliance requirements
