About the role
Our client Scottish Power are currently recruiting for a Community Benefits Manager to join their team based in Glasgow on a contract basis initially. Job Purpose Statement
The Community Benefits - Social Value Manager will lead the development, implementation and governance of SP Energy Networks Social Value programme throughout the RIIO-T3 price control period.
The role is accountable for ensuring SPEN delivers, measures and evidences its social sustainability commitments in line with Ofgem requirements, RIIO-T3 outputs, and industry best practice. Working across Transmission projects, procurement activities and supply chain operations, the postholder will embed Social Value principles into business planning and project delivery to maximise positive socio-economic outcomes for communities.
The role will support SPENs Just Transition ambitions through effective stakeholder engagement, robust governance processes, consistent measurement methodologies and transparent reporting of social value outcomes
Accountability Statements
Strategy Development
• lead implementation of SPENs Social Value Strategy across the Transmission portfolio.
• Embed Social Value requirements into project governance, delivery frameworks and business planning activities.
• Ensure Social Value commitments align with SPENs Just Transition Strategy, Sustainability Framework and Iberdrola Group objectives.
• Act as the subject matter expert for Social Value across Transmission operations.
RIIO-T3 Compliance and Industry Alignment
• Lead implementation of the shared UK Transmission Owner Social Value methodology, common metrics framework and reporting tools.
• Ensure compliance with evolving Ofgem requirements and RIIO-T3 commitments.
• Represent SPEN in cross-industry working groups, regulatory forums and stakeholder networks.
• Ensure methodologies are applied consistently and are fully auditable across all relevant projects.
Procurement and Supply Chain Integration
• Work collaboratively with Procurement teams to embed Social Value requirements within contract documentation, supplier frameworks and tender evaluation processes.
• Ensure Social Value commitments and associated KPIs are incorporated into mobilisation and delivery plans.
• Support suppliers and contractors in developing effective Social Value delivery plans.
• Promote consistent use of agreed supply chain reporting metrics and performance measures.
Project Support and Capability Building
• Develop and deliver training, guidance, tools and resources for project teams and contractors.
• Introduce and manage a Social Value Tool to support standardised planning, delivery and reporting processes.
• Build organisational awareness and understanding of Social Value requirements.
• Support project teams in identifying initiatives that deliver measurable economic, social and environmental benefits.
Monitoring, Reporting and Assurance
• Develop robust monitoring frameworks and governance processes to measure Social Value performance.
• Lead reporting activities for Ofgem submissions, internal governance groups and Executive Leadership Teams.
• Ensure quality, consistency and transparency of Social Value data and evidence.
• Identify trends, opportunities and areas for continuous improvement.
Stakeholder Engagement and Communications
• Build and maintain strong relationships with local authorities, communities, educational institutions, charity partners and industry bodies.
• Support communication campaigns, impact reports and Social Value case studies.
• Promote SPENs achievements and best practice internally and externally.
• Support stakeholder engagement activity that demonstrates the benefits of network investment to local communities.

Skills, Knowledge & Experience
• Strong understanding of implementing Social Value initiatives, measuring their impact, and evidencing the social, economic and environmental benefits generated
• Knowledge of Social Return on Investment (SROI), TOMS Framework, National TOMS, Public Services (Social Value) Act principles, or similar recognised methodologies.
• Understanding of sustainability, ESG, community investment and socio-economic impact reporting.
• Experience delivering change and embedding new processes across large organisations.
• Ability to build collaborative relationships across internal functions and external partner organisations.
• Experience facilitating workshops, delivering training and building organisational capability.
• Knowledge of stakeholder engagement and community consultation approaches within major infrastructure projects.
• Strong attention to detail and commitment to governance, auditability and assurance requirements.
Planning & Organising
• Manage and prioritise a diverse portfolio of Social Value initiatives across multiple projects and stakeholders.
• Coordinate reporting cycles, governance reviews and regulatory submissions.
• Develop implementation plans and programmes to support delivery of strategic objectives.

Minimum Criteria (mandatory)
Degree qualified, or equivalent relevant experience, in Sustainability, Social Value, Economic Development, Community Development, Public Policy or related discipline
Proven experience delivering Social Value, sustainability or socio-economic programmes within infrastructure, utilities, construction, energy or public sector environments
Experience working with procurement teams and suppliers to embed non-financial performance requirements
Strong understanding of social sustaina
