Job summary
About DIO MPP – Nuclear Infrastructure
As the MOD’s infrastructure expert DIO has a significant role to provide defence-wide, advice, guidance and delivery of strategic estates management, strategic asset management, disposals and acquisitions and major programme and project delivery as well as the management and leadership of the supply chain.
The continuous at sea deterrent is strategically critical output for UK Defence and the infrastructure that supports the current capability, and wider submarine operations, in preparation for future capability requires significant investment.
DIO Nuclear Directorate provides a mission aligned infrastructure service to the CASD, providing major capital programme delivery, estates and infrastructure services to our Front-Line Commands and Agencies. The directorate is responsible for the delivery of the existing demand, the development of the next demand and the planning of future demands alongside our Royal Navy, Submarine Delivery Agency and Defence Nuclear Organisation sponsors.
The portfolio of work comprises a number of complex estates and infrastructure projects including;
- The Clyde Infrastructure Programme; a £1.8B programme of work of new build facilities and refurbishment to support current and future operations on HMNB Clyde. The programme of work is part of Government Major Programmes & Projects and is considered a top 100 government programme.
- Programme Euston: a complex engineering and construction project to ensure readiness for the Submarine Flotilla’s newest addition, Dreadnought class submarines.
- Future Programme Development: to determine the future investment strategy to ensure the infrastructure across our estate meets the MOD’s nuclear infrastructure demand.

Job description
Governance:
- Manage the delivery governance on behalf of the Programme. Provide secretariat function to the Sponsor Boards and Programme Boards.
- Lead on the production of DMPP and GMPP reporting, co-ordinating across your programme and customer functions.
- Maintain governance to organisational objectives and departmental standards and frameworks ensuring alignment.
- Critically appraise delivery forecasts, apply management interventions to achieve agreed business output
- Develop and maintain programme controls documentation e.g. Programme Risk, Schedule and Performance Management Plans. Ensuring Projects and Programmes have PCT management plans.
- Take a strategic view across the programme and in consideration of DIO overall business objectives highlight conflicts and issues, identify and exploit opportunities, identify and mitigate risk
Assurance:
- Develop and maintain a process that assures Business Cases across the programme have maximum chance of success and assure the quality of the business case and its compliance with departmental standards.
- Track business cases through the Forward Approvals Plan (FAP), track and issue out notes and letters of delegation. Track project performance against approved P50/ P90 time and cost envelopes to support reference class forecasting. You will actively manage and coordinate the customer team’s effort to achieve key approval milestones.
- Lead and co-ordinate the implementation of departmental reviews such as IPA reviews on behalf of the Programme Director.
Supplier Management
- You will support the ongoing development of the Clyde Commercial Framework (CCF) and Nuclear Technical Service Provider (NTSP) to ensure they are suitable to deliver the programme of projects.
- You will develop the performance measurement metrics for both frameworks and ensure they are aligned to programme objectives.
- You will ensure that the performance measurement metrics are used consistently across the CIP and produce management information for the executives of both DIO and the Suppliers.
- You will lead on continuous improvement initiatives across the frameworks.
Directorate Business Management
- Lead the workforce planning function for the programme.
- Ensure that staff are actively engaged in the demand planning process to maximise the utilisation of funds and achieve greatest benefit for Users and the Estate
- Contribute to the evolution of strategic requirements and development of the programme with SME advice
- Accountable for applying appropriate governance and management controls, adherence to Health and Safety policy and also financial and managerial delegations
- Track and manage the manning requirements and recruitment including ABC bidding.
- Manage programme Engagement and response to people survey, D MPP business plans.
Continuous Improvement
- You will implement an LFE programme across the programme.
- You will ensure that your programme uses LFE to plan for better outcomes in the future and you will evaluate and update as necessary programme documentation, standards, and templates.
Wider DIO business and improvement
- Support wider Government initiatives including OGC Reviews and Government Construction Strategy
- Responsible for delivery of communications and engagement activities for major team/function in line with DIO Corporate Communications strategic messaging and wider MOD communications policy and guidance
- Undertake/support activity in relation to Strategic Asset Management including liaising on proposed activities and advising of possible opportunities
- Undertake or support activities in relation to continuous improvement and procurement initiatives
- Ensure that the deep expert knowledge of Defence, the Department, DIO and the construction industry that exists in the MPP resource pool is energised to contribute to the development of the Estate. This will be both proactive, providing delivery perspective, and in response to strategic initiatives as and when required.

Essential Experience
- Strong stakeholder management skills
- Experience in managing commercial relationships
- Governance and assurance
- Understanding of wide range of project controls functions such as risk, schedule, Planning, and cost control.
Desirable Experience
- Project management in an Infrastructure/construction environment
- Understanding of a wide range of disciplines (infrastructure, construction, engineering, nuclear, safety, environmental, etc).
- Construction project lifecycle knowledge
