About the role

Job summary

The Head of Counter Fraud L&D is a critical leadership role responsible for the design, delivery, and assurance of learning products to build capability in managing fraud, bribery and corruption across the public sector.

Job description

1. Strategic Leadership & Vision

  • Work with the Deputy Director and Strategic Technical Advisor to implement the vision for counter fraud learning and develop strategic aims to be implemented across multiple organisations.
  • Lead and manage a team of learning specialists across multiple locations, building a high-performance culture and delivering through others.
  • Develop, design, and establish new products, processes, and services from inception to operational rollout.

2. Senior Stakeholder Relationships

  • Working closely with very senior (SCS1 and SCS2) fraud leaders and senior law enforcement leaders as a credible source capability insight.

3. Learning & Development Delivery

  • Oversee the end-to-end development, design, and delivery of high-quality learning and development products.
  • Lead the assurance of learning programmes, learning providers and awarding body content, ensuring high quality standards are maintained.
  • Develop and maintain technical documentation to support L&D delivery such as curricula for each counter fraud discipline aligned to professional standards.
  • Continuously improve the counter fraud learning offer by engaging with individuals and organisations and reviewing relevant MI.

4. Operational & Contract Management

  • Manage third-party suppliers and specialist contractors, responsible for contract management to ensure value for money and delivery excellence.
  • Navigate and utilize emerging technologies, maintaining a high-level understanding of AI and its impact on the capability and assessment field.
  • Ensure the team operates within capacity while managing the delivery risks associated with a high-pressure environment.

5. Wider Counter Fraud Stakeholder Engagement

  • Build and maintain positive relationships with internal and external colleagues across a wide range of organisations and sectors to understand L&D needs and the latest best practice.
  • Use excellent written and verbal communication skills to influence senior leaders and represent the PSFA’s and GCFP’s capability interests.

Essential Criteria:

Technical Expertise

  • Counter Fraud Experience: Deep knowledge of counter fraud and economic crime in more than one GCFP discipline, with experience leading in such an environment.
  • L&D Professionalism: Proven experience in the development, design, and delivery of complex learning products and accreditation frameworks.
  • AI & Future Trends: An understanding of Generative AI’s impact on capability assessment and professional development.

Leadership & Management

  • Strategic Implementation: A track record of setting a vision and successfully implementing capability strategies across organisational boundaries.
  • The Gravitas to come across as a credible expert capable of advising and supporting the development of senior leaders.
  • People Management: Experience in leading teams remotely and across multiple geographic locations.
  • Supplier Management: Commercial acumen in managing third-party contracts and ensuring high standards of service from delivery partners.

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.

Our online test supplier will be performing scheduled maintenance between 16:00 and 19:00 on the 23/08/2026. You will be unable to access tests during this period.

If you are in the middle of a test when the maintenance begins, your progress will be paused. You will be able to resume your test from where you left off via your application centre once the downtime has ended. Please note that you will not be able to launch any new tests while the system is offline.
