Job description

The HMRC Valuation Office are looking for experienced Chartered Valuation Surveyors across the UK to undertake complex and high profile Non-Domestic Rating (NDR) casework.

Our Technical Leaders provide technical advice to colleagues across the network. You will be a technical expert with a natural ability to coach and nurture colleagues undertaking professional qualifications. The role is essential to developing our future surveying talent pipeline and providing valuable technical advice, leadership, and guidance.

The Regional Valuation Unit (RVU) is an exciting, ever-changing environment offering you an excellent opportunity to join our highly skilled, diverse, and growing organisation. The role will primarily focus on rating cases where there is a unit wide or cross unit impact due to, for example, reputational of financial risk.

You will join a team of exceptionally experienced and respected colleagues who will share their knowledge and support you to become part of the team, whilst also valuing and learning from the experience and expertise you will bring to the role and organisation.

We are eager to hear from experienced Valuation Surveyors with extensive rating experience across a broad range of property types, valuation methodologies and valuation tribunal proceedings.

Key responsibilities

• Delivering Non-Domestic Rating casework and providing technical leadership, guidance and support to caseworkers in the Regional Valuation Unit.
• Supporting the delivery of the Revaluation Programme.
• Leading, motivating, and inspiring others to deliver results including sharing professional knowledge to help others develop.
• Setting and maintaining a strategic overview of the framework for the work of the team, including embedding the VO vision and values.
• Providing expert witness testimony and advocacy in complex litigation at Valuation Tribunal England, Valuation Tribunal Wales and Upper Tribunal Lands Chamber and beyond (full training and support will be provided).
• Undertake selected casework where the outcome has a wider impact, setting frameworks or, where a high level of expertise is required, resolving the issues raised, including offering advice and guidance on complex issues which cannot be resolved within the normal rules or precedents.
• To act as a Counsellor/Supervisor to colleagues undertaking profession qualifications.

Person specification

We are seeking a strong leader with advanced technical expertise who can confidently interpret and apply case law, legislation, codes of practice and professional standards. You will demonstrate a strong ability to build and maintain effective internal and external networks, influencing a diverse range of stakeholders and share expertise.

As a Technical Lead, you will demonstrate horizon scanning to anticipate and mitigate future issues, seek and act on feedback and exercise balanced professional judgement to make well informed decisions. You will be passionate about encouraging continuous development in both your own progression and in supporting the development of others.

Essential Requirements

• MRICS/FRICS or IRRV (Hons) qualified (valuation or real estate pathways), with in‑depth technical expertise in Rating Valuation and local taxation.
• Strong ability to apply technical knowledge, valuation methodology, relevant legislation and case law to inform effective decision‑making.
• Clear understanding of, and ability to operate within, statutory and non‑statutory requirements.
• Proven commitment to maintaining up‑to‑date technical knowledge and using this to provide high‑quality advice and guidance to others.
• Demonstrated personal and professional commitment to the valuation profession, including active participation in and promotion of professional activities.
• Proven ability to lead, coach and mentor individuals, including supporting and developing colleagues through professional qualification pathways.
• Exceptional interpersonal and communication skills, with the ability to build trusted professional relationships with internal and external stakeholders, influencing, negotiating and using high levels of consulting skills to achieve mutually acceptable solutions.
• Strong analytical and judgement skills, with the ability to interpret a range of evidence, provide relevant advice and reach sound conclusions.
