About the role

Job summary

The Submarine Delivery Agency (SDA) is a part of the Ministry of Defence responsible for the procurement, in-service support, and disposal of the UK’s nuclear submarines. Our work is of unparalleled strategic importance nationally and internationally, ensuring the security of the UK’s continuous at-sea nuclear deterrent (CASD), and delivering some of the most technically complex programmes in defence. At least one of four nuclear-armed submarines, supported by smaller attack submarines, is on patrol at all times: 24 hours a day, 365 days a year.

This position is advertised at 37 hours per week.

The primary delivery location for this position is HMNB Devonport.

Please note, due to the level of security, this role is reserved for UK nationals only.

Hybrid and flexible working can be considered for this post but will need regular workplace attendance due to security constraints. Job description

The successful candidate will be; providing critical project support and analysis for low complexity and low-risk projects while assisting in the development and assurance of project controls data and artefacts, developing the Performance Measurement Baseline (PMB) for effective performance analysis, collaborating with project managers and commercial teams to ensure timely and quality data from contractors and suppliers, producing accurate financial forecasts for operating expenditure (OPEX) and equipment programme spend and coordinating project risks (threats and opportunities) and alerting senior stakeholders to necessary recovery actions. Additionally, the successful candidate is expected to support resource planning aligned with project schedules and ensuring resource demand is based on robust estimates and communicate project controls data to key stakeholders in a clear and understandable manner.

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. Person specification

Your responsibilities will include, but are not limited to:

  • To act as the key contact for project controls and to integrate and co-ordinate all project controls activities within the project/programme.
  • To ensure the quality and accuracy of all project controls data and artefacts is in-line with SDA policy, as well as ensure that these are utilised by the project team.
  • Work with the Project Manager and commercial teams to ensure that contractor and supplier data is received in a timely manner, in an appropriate format and to the required
  • Analyse performance of projects against the PMB, and communicate it to the project teams to ensure effective delivery.
  • Manage resource planning in line with the project schedule, ensuring resource demand is underpinned by robust Bases of Estimate (BOE) (driven by schedule activities)
  • Co-ordinate and Analyse project risks (Threats and Opportunities), alerting senior stakeholders to the need for mitigation and/or escalation.
  • Manage project scope and change through robust assumption management and change control mitigation, to ensure that only documented, authorised changes are made.
  • Communicate complex project controls data to key stakeholders of the project, programme and SDA Leadership Team, in a clear and audience appropriate manner.

In order to be successful in this role, we are seeking someone with evidence of the following essential criteria:

  • Demonstrated experience in monitoring, analysing, and reporting on complex projects in high-pressure situations, ensuring alignment with project objectives and performance metrics.
  • Proven ability to build and maintain relationships with key stakeholders across functions, including project managers, contractors, and external partners, to ensure seamless integration of project controls practices.
  • Experience operating within regulated environment, with an understanding of Project Controls, cost management, scheduling, and risk management.
  • Experienced in MS Excel, Power BI & Word knowledge
