Role Purpose

To manage the statutory elements of the Education, Health and Care Needs Assessment (EHCNA), Education, Health and Care Plan (EHCP) and Annual Review processes for children and young people with special educational needs and disabilities (SEND).

The postholder will manage a caseload of children and young people with complex additional needs, ensuring EHCPs are developed, maintained and reviewed in line with statutory requirements, SEND legislation and Local Authority procedures.

The role involves working collaboratively with families, schools, health professionals, social care colleagues and other agencies to ensure children and young people receive appropriate educational support and provision.

Key Responsibilities
  • Manage a caseload of children and young people with SEND, overseeing EHCP assessments, reviews and amendments.
  • Coordinate the statutory EHC Needs Assessment process, ensuring deadlines and legal requirements are met.
  • Draft, amend and maintain high-quality EHCPs that accurately reflect the needs, outcomes and provision required.
  • Facilitate and attend Annual Review meetings with parents/carers, schools and professionals.
  • Work closely with SENCOs, education providers, health professionals and social care teams to gather relevant information and advice.
  • Prepare and present cases to SEND panels where required, implementing decisions and providing feedback to stakeholders.
  • Support the identification and securing of appropriate educational placements and provision.
  • Negotiate with schools, settings and external providers regarding SEND provision.
  • Resolve issues arising from casework, working collaboratively with families and partner agencies.
  • Maintain accurate case records and update SEND case management systems in line with agreed processes.
  • Ensure all statutory processes are completed within required timescales.
  • Support responses to complaints, mediation, Local Government Ombudsman enquiries and SEND Tribunal processes where required.
  • Contribute to the continuous improvement of SEND services, policies and procedures.
  • Deliver a professional and customer-focused service to children, young people and their families.
Essential Experience
  • Experience managing EHCP or SEND casework within a Local Authority, education or related setting.
  • Experience of working with children and young people with special educational needs and disabilities.
  • Strong understanding of the SEND Code of Practice, Children and Families Act 2014 and EHCP statutory processes.
  • Experience writing, reviewing or amending EHCPs or person-centred plans.
  • Experience coordinating Annual Reviews and multi-agency meetings.
  • Experience working with schools, parents/carers and professionals across education, health and social care.
  • Experience managing a busy caseload and working to strict statutory deadlines.
  • Strong administrative and organisational skills.

  • Confident communicating with families, schools and professionals.
  • Strong negotiation, influencing and problem-solving skills.

  • Good knowledge of Microsoft Office and case management systems.
Desirable Experience
  • Previous experience as an SEN Casework Officer, EHCP Coordinator or SEND Case Officer.
  • Experience presenting cases to SEND panels.
  • Experience supporting SEND mediation or tribunal processes.
  • Experience working within a Local Authority SEND service.
