The role sits within HMRC’s Chief Digital & Information Office (CDIO) Group and is part of the CDIO Borders and Trade area, working across Customs & Excise and Border Services Delivery teams. Our teams deliver in-house solutions for a broad range of technical and operational issues. Our CDIO offices are hi-tech, state-of-the-art facilities that allow our teams to maximise their capabilities.

Job description

As a Senior Performance Analyst, you will contribute to the delivery of performance analysis across a portfolio of IT products and services in CDIO Borders and Trade. You will be integral to our new Performance Analysis capability as part of our overall transformation to product-centric teams. You will work closely with Product Managers, agile product teams and wider performance analysis professionals to ensure the services we deliver are data-informed and continuously improving.

You may be managing one or more Performance Analysts.

You will use tools such as Power BI, CIP and Splunk to analyse data, user behaviour, uncover patterns and trends, and present clear data-driven stories and insights.

You will visualise findings and engage across B&T and beyond to create a joined-up approach to performance analysis. In addition, you will assist and learn from other senior analysts, contributing to the wider performance analysis community and helping to strengthen capability within HMRC.

Responsibilities

You will:

• Deliver performance analysis across Borders and Trade services, products and platforms by gathering and interpreting data through a range of techniques to understand user behaviour, assess service performance and provide insights with skills specified for the ‘Senior Performance Analysis’ role in the Government
  Digital and Data profession
  
  
• Work closely with stakeholders and your team to define and track key performance indicators (KPIs) and create, define and measure objectives and key results (OKRs) whilst contributing to the development and maintenance of performance frameworks that align with organisational objectives and user needs.
  
  
• Use tools such as Power BI, CIP and Splunk to analyse user interactions, identify trends, and provide clear, data-driven insights to inform service improvements.
  
  
• Recognise opportunities for innovation through tools and technology i.e. AI, to continuously improve and deliver value through performance analysis.
  
  
• Visualise and communicate data and insights, presenting your findings in a clear, accessible format with context, to inform decision-making and shape improvements.
  
  
• Work collaboratively with senior analysts, learning from their expertise, sharing knowledge and best practice, and supporting the wider performance analysis community, while developing your own technical and analytical skills.
  
  
• Engage with colleagues across disciplines such as user research, product management, and service design to help build a comprehensive understanding of performance.
  
  Essential Criteria
  
  
• Ability to undertake performance analysis and provide insight, with skills specified for the ‘Senior Performance Analyst’ role in the Government Digital and Data profession.
  
  
• Experience in performance analysis or a similar analytical role, ideally in a digital or data-driven environment.
  
  
• Proficiency in Power BI, Splunk and CIP or similar business analytics tools.
  
  
• Ability to work with large, complex datasets and derive and present meaningful insights.
  
  
• Experience working with stakeholders to define KPIs, OKRs and performance measures.
  
  
• A user-centred mindset, with a commitment to improving public / customer focussed services through data and insight.
• Previous experience of web analytics. (eg using Google Analytics, Big Query or similar)
  
  
• Previous experience of coding languages such as SQL / Python.
  
  
• Previous experience of communicating analysis via Looker Studio or similar tooling.
  
  
• Hold or be able to successfully apply for SC-level security clearance
  
  Desirable Criteria
  
  
• Experience working in government or large-scale organisations.
  
  
• Familiarity with digital service standards and agile delivery environments.
  
  
• Familiarity with tools and technology that can drive innovation in performance analytics (i.e. AI)
