We are currently recruiting for an experienced SEND Team Manager to join Harrow Council on an initial 6-month contract. This is an exciting opportunity to strategically and operationally lead the Experts at Hand offer and its multidisciplinary team, supporting the delivery of the local authority’s SEND Reform Plan.

The successful candidate will bring together specialist education, health and inclusion expertise to develop a responsive, accessible and evidence-based service that identifies children and young people’s additional needs earlier, strengthens inclusive mainstream practice and improves outcomes for children, young people and their families.

Key Responsibilities
  • Strategically and operationally lead Harrow’s Experts at Hand offer and multidisciplinary team.
    • Drive the delivery of the SEND Reform Plan, ensuring services are aligned with local priorities and national SEND reforms.
    • Develop an accessible, responsive and evidence-based offer that supports education settings to identify and meet additional needs at an earlier stage.
    • Strengthen inclusive mainstream practice and promote improved outcomes for children and young people with SEND.
    • Lead partnership working across education, health and inclusion services to ensure a coordinated approach to support.
    • Oversee quality assurance, ensuring consistently high standards of advice, assessment, intervention and support.
    • Lead workforce development, supporting staff to develop the skills and expertise required to deliver effective services.
    • Monitor performance, service delivery and operational readiness for the implementation of national SEND reforms.
    • Work collaboratively with key stakeholders, schools and partner agencies to improve service effectiveness and outcomes for families.
Requirements
  • Significant experience within SEND services, ideally within a local authority setting.
    • Proven leadership and management experience within SEND or related education and inclusion services.
    • Experience leading multidisciplinary teams and working collaboratively across education, health and other partner agencies.
    • Strong understanding of SEND legislation, statutory responsibilities and the national SEND reform agenda.
    • Experience of service development, quality assurance, performance management and workforce development.
    • Excellent communication, partnership-working and strategic planning skills.
    • A commitment to improving inclusion and outcomes for children, young people and families.
