Head of FM & Procurement

A newly created position of Head Of FM & Procurement who will work with the Heads of Property & Estates to align the SIG facilities management, maintenance programme & procurement functions in line with the business goals and objectives.

The position reports a Board Director, working closely with Heads of Property & Estates, to monitor and control the strategies for FM (both hard & soft services), Property Maintenance and Procurement functions.
Strategic:
• Facilities Management - To manage the Facilities Management function in SIG and handling reactive maintenance, instigating, and updating the PPM operation across the business.
• Maintenance - To manage the property maintenance and statutory compliance of your specified regions.
• Soft Services - To manage all soft services instigating ongoing improvements around Waste, Vending, Utilities, Cleaning and Security.
• Procurement – To oversee and managing the procurement process for an organization, ensuring that it operates efficiently and effectively.

Facilities Management/Maintenance
• Effecting the execution of projects and services emanating from the FM contract (and other programmes/projects), including reactive works, planned maintenance and service contracts.
• Oversight of budgets to include recommending annual and individual budgets and ensuring these are controlled in line with Company policy and approvals.
• Challenge and manage costs/specifications for all work undertaken.
• Ensure legislative compliance encompassing Health and Safety of staff, public and contractors. CDM notifiable projects, Asbestos Management, Building Regulations, Contractor Procedures and lease obligations
• Application of industry ‘best practices’ in the day to day running of function.
Procurement
• Develop and implement procurement policies and procedures to ensure that the procurement process is transparent, efficient, and effective relating to the facilities management and maintenance functions..
• Managing the procurement team, including hiring, training, and evaluating staff members.
• Developing and maintaining relationships with suppliers and vendors to ensure that the organization receives high-quality products and services at competitive prices.
• Conducting market research to identify potential suppliers and vendors and negotiating contracts and pricing with them.
• Ensuring that procurement activities comply with legal and regulatory requirements

Job Dimensions/ Operating Budget, other key metrics
• This role has responsibility for SIG all FM, property maintenance and procurement services.
• Lead the tendering process for future FM contracts around Hard FM, Waste, Cleaning, Utilities, Security.
• The need for the job holder to understand briefs and projects both from a technical and business perspective is an essential element to effective performance of this role.
• The job holder is to maintain the highest level of integrity and professionalism in the undertaking of this role.

About you:
• A member of the IWFM or equivalent qualification (RICS).
• A qualification in management/leadership would also be an advantage but is not essential.
• Has at least five year’s construction experience within a retail and/or multi-site environment needed.
• Has at least 5 years’ experience in the field of Maintenance and Facilities Management.
• Has a strategic, logical approach and be experienced in dealing with strategic initiatives and sites of significant importance.
