Procurement Delivery Manager - Technology transfer Hybrid, Stevenage - 3 days onsite Circa £50,000 DOE Defence-SC required: British Citizen or Dual UK national with British citizenship Overview Procurement Delivery Manager - Technology transfer On behalf of our client, we are seeking an experienced delivery professional to support the execution of international technology and industrial transfer activities within a complex procurement environment. The role supports major equipment programmes and focuses on enabling licensed manufacture through the structured transfer of goods, services, documentation, and know-how from an established supplier base to customer-nominated industrial partners. The position involves regular international engagement and collaboration with multiple stakeholders across different geographies. Role Purpose The role is responsible for managing small to medium technology transfer work packages or supporting senior delivery leadership on larger, multi-stream transfer programmes. The objective is to ensure transfer activities are delivered in line with contractual, regulatory, commercial, and intellectual property requirements, while maintaining schedule, cost, and quality performance. Key Responsibilities Procurement Delivery Manager - Technology transfer Manage the delivery of technology and industrial transfer activities to agreed timelines, cost, and quality objectives Coordinate the transfer of goods, services, documentation, and technical information from suppliers to industrial recipients Maintain recipient-facing statements of work, ensuring deliverables and furnished items remain accurate and current Ensure export control approvals, licences, end-user assurances, and related authorisations are secured in a timely manner Prepare and issue progress reports, performance updates, and status summaries for internal and external stakeholders Maintain project plans, schedules, budgets, and risk and opportunity registers in collaboration with project controls Plan and facilitate progress reviews and coordination meetings with suppliers and industrial recipients, capturing and agreeing formal records of discussion Ensure documentation produced during delivery is reviewed, approved, and correctly stored in document management systems Coordinate internal technical, quality, operations, and programme resources to support delivery acceptance activities Support procurement and commercial teams in the negotiation and management of supplier subcontracts related to technology transfer Administer internal processes associated with intellectual property licence fees, royalties, and related commercial mechanisms Provide clear, accurate reporting on programme performance to senior stakeholders Stakeholder Management Build and maintain effective working relationships with suppliers, customer-appointed industrial recipients, and internal functions Act as a focal point for coordination across technical, commercial, quality, and programme teams Engage confidently with international partners, demonstrating cultural awareness and sensitivity Represent delivery status and issues clearly at working-level and senior-level forums Skills and Experience Procurement Delivery Manager - Technology transfer Experience in delivering projects or work packages within procurement, industrial programmes, or technology transfer environments Strong project management capability, including planning, scheduling, and progress tracking Commercial awareness, with exposure to contracts, statements of work, and supplier management Understanding of intellectual property concepts, licensing arrangements, and protection principles Experience working with export controls, regulatory approvals, or multinational compliance frameworks Ability to manage multiple priorities in parallel and operate effectively in evolving or ambiguous environments Strong written and verbal communication skills, including the ability to present to mixed internal and external audiences Personal Attributes Procurement Delivery Manager - Technology transfer Self-motivated, adaptable, and comfortable working with limited structure Analytical and curious, with a problem-solving mindset Resilient and confident when navigating complex commercial or contractual challenges Collaborative team player, able to influence without authority Comfortable working independently and undertaking international travel as required Qualifications Degree-level qualification in business, project management, engineering, or a related discipline, or equivalent professional experience Formal project management training or certification is advantageous but not essential If you are interested in applying for this role, please do so directly or get in touch [email removed] or [phone removed]
