For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Ensuring information systems complied with federal cybersecurity laws, policies, and frameworks, including FISMA and NIST, to protect government IT systems and safeguard personal, private, controlled unclassified, proprietary, Privacy Act, and FOIA-exempt information from unauthorized disclosure.; AND 2) Conducting technical risk assessments for Moderate Risk systems, identified vulnerabilities, analyzed potential impacts to individuals and business entities, and recommended mitigation strategies while working independently with periodic supervisory review. AND 3) Developing, reviewing, and maintaining security plans, authorization packages, and related cybersecurity documentation. Applying sound judgment when assessing security controls, recommending alternatives, and supporting implementation under higher-level review.; AND 4) Leading and coordinating continuous monitoring and incident response activities for enterprise information systems. Analyzing complex security events, vulnerabilities, and cyber threats; assessing impacts to confidentiality, integrity, and availability; and coordinated mitigation and recovery actions with system owners, technical teams, and security stakeholders; AND 5) Providing technical security oversight as a cybersecurity subject matter expert. Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. May occasionally be exposed to uncomfortable conditions in such places as research and production facilities. Substitution of education in lieu of specialized experience may not be used for this grade level. Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. May carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Top Secret/SCI as a condition of placement in this Special Sensitive position.
