About the role

Job Introduction

The West Midlands Combined Authority is continuing to evolve as an organisation, building the capability, culture and ways of working needed to deliver for the region. Our People & Culture Strategy is focused on making WMCA the best place to work and belong, creating an environment where people feel valued, supported and able to contribute their best.

As Assistant Organisation Design & Transformation Practitioner, you will help make that ambition practical. Working within the Organisation Design & Transformation team, you will use data, insight and evidence to support organisation design reviews, design sprints and transformation activity. Your work will help turn complex workforce information, diagnostic findings and design ideas into clear organisational options, supporting better decisions about structures, roles, capability, cost and future ways of working.

Please note that this is a 12 month fixed term contract.

What you’ll be doing.

  • Provide specialist organisation design analysis, modelling and option development to support complex OD reviews, design sprints and transformation activity.
  • Translate diagnostic data, workforce information, workshop outputs and design hypotheses into clear organisational options covering structures, roles, spans and layers, reporting lines, capability, cost and workforce implications.
  • Produce comparative option analysis, insight packs and business case materials, clearly setting out strengths, risks, trade-offs and recommendations for senior stakeholders, the Organisation Design Panel and Executive Board.
  • Conduct whole-system OD diagnostics using qualitative and quantitative data to assess areas including organisational structures, management ratios, grade mix, role clarity, capability, culture, processes and ways of working.
  • Work iteratively with OD Practitioners and colleagues across People & Culture, PMO, Finance, Tech & Insight and Governance to develop, test and refine organisational design options.
  • Provide accurate and timely data, analysis and insight to support OD and Transformation reviews, change assessments, demand forecasting and forward planning.
  • Maintain and improve Organisation Design and Transformation data, dashboards, analytical tools and reporting processes, supporting strong governance and compliance with agreed Organisation Design Principles.
  • Support value for money by analysing and reporting on costs, benefits, workforce impacts and transformation outcomes.

What’s essential.

  • Experience of data collection, analysis and reporting within an HR, OD, people analytics or related environment, with strong analytical skills and the ability to translate complex data into actionable insight.
  • Experience of supporting organisation design initiatives and delivering organisational diagnostics, research, surveys or assessments within a complex organisational environment.
  • Experience of producing clear, insight-driven reports, dashboards and data visualisations for senior and non-technical stakeholders.
  • Strong quantitative and qualitative analysis skills, with proficiency in tools such as Excel, Power BI, statistical software or similar.
  • Knowledge of organisation design research and diagnostic methods, including benchmarking, survey design and organisational assessment techniques.
  • Understanding of Organisation Design, Organisation Development and Change Management concepts and methods.
  • Experience of working collaboratively within programme, project-based or matrix environments, managing multiple teams and priorities.
  • Excellent attention to detail, with a strong commitment to data accuracy, integrity, information governance and data protection requirements.
  • Level 5 qualification or equivalent experience in a relevant discipline, such as data analytics, business analysis, HR, social sciences or organisational psychology.
