About the Role

Tower Hamlets Council is looking for an experienced Culture & Change Lead to help shape and strengthen the organisation’s culture, employee experience and organisational effectiveness.

You will lead the Council’s culture, employee engagement, organisational development, organisational design and change portfolio, working closely with senior leaders and teams across the organisation.

This is a strategic role with a strong focus on turning organisational insight into practical improvements that support better performance, leadership and service delivery.

Key Responsibilities

• Lead and deliver culture change and organisational development programmes across the Council.
• Develop and oversee the Council’s employee engagement approach, including the People Survey, employee listening activity and culture diagnostics.
• Analyse employee feedback, organisational data and insight to identify issues and develop targeted interventions.
• Lead work to strengthen leadership capability, organisational performance and employee experience.
• Provide organisational development and change support to senior leaders across the Council.
• Lead the Council’s organisational design capability, reviewing structures, operating models, roles and ways of working.
• Support major organisational change and transformation programmes, ensuring changes are effectively designed, communicated and embedded.
• Work collaboratively with Strategy, Transformation, Communications and HR & OD colleagues.
• Use evidence and data to measure the impact of culture, engagement and organisational effectiveness initiatives.
• Influence, coach and challenge senior stakeholders to support positive organisational change.

About You

You will be an experienced Organisational Development, Organisational Effectiveness, Culture or Change professional with experience working within a large and complex organisation.

You should have:

• Significant experience leading culture change and organisational development initiatives.
• Strong experience in employee engagement and organisational effectiveness.
• Experience of organisational design and organisational diagnostics.
• Experience supporting organisations through change and transformation.
• Experience influencing, coaching and challenging senior leaders.
• Strong analytical skills and the ability to use data and employee insight to identify issues and shape interventions.
• Excellent communication and stakeholder management skills.
• A practical, strategic approach to improving organisational performance and employee experience.
