About the role

Contracting Service Support – NATO Joint Warfare Centre (285cm) – Stavanger, Norway – £500 per day Contract

Contract Period: January–December 2027, with potential extensions into 2028 and 2029

Security: Must be capable of holding NATO Secret clearance

Working Pattern: Primarily On-Site

Overview

Our client is seeking an experienced procurement, contracting or commercial support professional for an opportunity supporting the NATO Joint Warfare Centre (JWC) in Stavanger, Norway.

Working within JWC’s Purchasing & Contracting function, you will provide procurement, contract administration and financial support within a structured multinational Defence environment.

This could be particularly relevant to ex-military personnel with procurement, commercial, financial administration or contracting experience, as well as suitably experienced Defence and government professionals.

Please note: candidates are currently being sourced in support of a proposed supplier bid. Appointment is therefore subject to contract award.

The Role

Working under the direction of the designated Contracting Officer’s Technical Representative, you’ll support the administration of contracts and purchasing activity across JWC.

Key responsibilities will include:

  • Administering contracts, purchase orders, amendments and modifications.
  • Reviewing contractual documentation for accuracy, completeness and renewal requirements.
  • Preparing competitive tenders and Requests for Quotation.
  • Supporting Requests for Proposal and market research activity.
  • Preparing procurement documentation, contract analyses and supporting records.
  • Developing sole-source justifications, budget and technical reviews, agreements and programmes of work.
  • Reconciling monthly invoices and supporting timely payment.
  • Monitoring delivery of goods and services against contractual requirements.
  • Liaising with JWC departments to understand current and future procurement requirements.
  • Coordinating with external stakeholders, including the Norwegian Ministry of Defence where required.

What We’re Looking For

Candidates should ideally have:

  • A minimum of three years’ procurement and contracting experience, including at least two years within a government or military environment.
  • At least one year of budget or financial administration experience, which could include invoicing, payroll, HR administration or general financial management.
  • Training and practical experience using an electronic procurement system, preferably integrated with an ERP or financial platform such as Oracle or SAP.
  • Strong Microsoft Office and Microsoft Teams skills.
  • A working understanding of AI systems and their practical application within a professional or administrative environment.
  • Strong written and verbal communication skills.
  • Good analytical ability, professional judgement and attention to detail.
  • The ability to operate effectively within a multinational environment.

English proficiency equivalent to NATO STANAG 6001 Level 3333 across listening, speaking, reading and writing is required.

Alternative Experience

Candidates without direct procurement experience may still be considered where they can demonstrate a strong combination of:

  • Financial administration
  • Legal administration
  • Technical writing

Experience administering IDIQ contracts would be advantageous but is not essential.

Ex-Military Candidates

This opportunity could be particularly relevant to Service leavers and veterans who have worked in:

  • Procurement and commercial appointments
  • Contract management
  • Defence finance and budget management
  • Logistics and supply-chain environments
  • Headquarters or staff appointments involving commercial or financial administration
  • Acquisition and equipment support
  • Defence project or programme environments

The client is particularly interested in candidates who can combine Defence experience with strong administration, commercial awareness, stakeholder management and disciplined written communication.

Security Clearance

Candidates must be capable of holding NATO Secret security clearance for the duration of the assignment.

Applicants should clearly state their current clearance status, including whether they currently hold:

  • NATO Secret
  • UK Security Check (SC)
  • Another relevant national security clearance

Any required NATO clearance must be in place before the assignment begins and maintained throughout the contract.

Working Arrangements

The requirement is expected to involve approximately 90–220 working days per year, depending on tasking, funding and contractual arrangements.

Normal working hours are:

Monday–Friday | 07:30–15:30

The position is primarily based on-site at the NATO Joint Warfare Centre in Jåttå, Stavanger.

Following appropriate on-the-job training, there may be scope to work remotely for up to one day per week.

Workspace and required IT equipment will be provided.

Travel

Limited business travel may be required, currently estimated at approximately 0–2 trips per year, normally lasting 3–5 days and primarily within NATO Europe.

The Opportunity

This is an excellent opportunity for an experienced Defence, military, government or procurement professional to apply their skills within a multinational NATO environment. At £500 per day, the assignment is expected to run throughout 2027, with potential extensions into 2028 and 2029.

How to Apply

Applications should also include:

  • Current location
  • Availability from January 2027
  • Current security clearance
  • NATO, Defence, government or international organisation experience
  • E-procurement, ERP or financial management systems experience
  • Any previous IDIQ contract administration experience

Candidates should submit an up-to-date CV clearly demonstrating relevant procurement, contracting, financial administration and military/government experience to Charles McKinney at Ex-Mil Recruitment Ltd or via email [email removed]
