The Learning & Corporate Development Team plays a key role in supporting DVSA’s people by designing and delivering high-quality learning solutions that meet organisational priorities and learner needs. Working within the People & Places Directorate, the team collaborates closely with colleagues, customers and stakeholders to identify learning requirements and develop effective, accessible and engaging learning products.

Job description

This role will support the end-to-end design, development and evaluation of learning and development solutions, including bespoke eLearning and video content. You will help create digital learning assets that reflect DVSA’s language, culture and standards, while ensuring they are suitable for hosting on DVSA’s internal Learning Management System. The role offers an opportunity to contribute to innovative learning approaches, support continuous improvement and help build capability across the organisation through cost-effective, learner-focused products aligned with DVSA’s Learning and Development strategy.

Your responsibilities will include, but aren’t limited to:

• Consulting with stakeholders to storyboard and build online DVSA specific L&D eLearning products using appropriate technology, such as 360 virtual reality filming, gamification and videography.
• Hosting bespoke learning products onto the LMS platform as per agreed standards and monitoring and reporting on completion rates.
• Collaborating with procurement to source value for money solutions and contractors where applicable, such as where the value exceeds £50,000.00.
• Supporting with setting up pilots for the delivery of new L&D products and services to ensure it will be fit for purpose, whether delivered/ facilitated internally by you, externally by a supplier or online through eLearning.
• Building strong collaborative partnerships with colleagues, customers and stakeholders to effectively launch and implement L&D products.

Required experience:

To be successful in this role you will need to have the following experience:

• Strong interest/ relevant skills in digital learning, e-learning story board design and technologies.
• Experience in learning needs analysis.
• Experience in all aspects of the learning life cycle including design, development, implementation, delivery/facilitation and evaluation/ return on investment.
• Experience in understanding and interpreting complex information, adapting it into clear, accessible formats.
• Experience of working collaboratively/remotely with diverse stakeholders, face to face and virtually.

Additional Information

To be eligible for this apprenticeship, you must:

• Be aged 18 or over.
• Have the right work in the UK.
• Not be in full-time education.
• Not be in receipt of funding for other learning programmes at the point of enrolment for this apprenticeship.
• Have valid and eligible residency status and be resident in the UK for 3 years before the start of the apprenticeship. • Hold the following qualifications: 5 GCSE pass marks which must include English and Maths at grade 4 or above (or equivalent qualifications), and 2 A levels including at least one digital subject at GCSE or A Level – or equivalent qualifications such as BTEC, T Levels etc.
• You will already have CIPD Associate membership (Level 3 qualification in Learning & Development) or be willing to work towards attaining this level of membership.
• The successful applicant for this post is expected to work towards completing the L5 Digital Learning Designer apprenticeship.

If you currently hold or are working towards a similar qualification of the same level or higher, then you will not be eligible to apply for this vacancy. In order to be eligible for our apprenticeship vacancy, any qualifications previously held or currently being worked towards must differ in content so that this apprenticeship provides substantial new skills. Additionally you must not already be over-qualified or over-experienced in this type of work.

This apprenticeship is expected to start January 2027 so the successful candidate will need to be available then.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week with 20% per week being spent on the apprenticeship with 3 days office attendance in a hub location specified.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Some travel to other offices will be required, which may involve overnight stays.
