Based within the Financial Reporting and Control team of the Strategic Services Directorate (SSD), there are two vacancies providing specialist financial management support and helping to maintain strong governance, financial control and assurance across the CDIO portfolio. Both post holders will use their expertise in financial systems, processes and reporting to deliver insightful analysis, support effective financial controls, contribute to continuous improvement initiatives, and ensure that financial decisions are underpinned by accurate and reliable management information. One vacancy will have a stronger focus on asset accounting, assurance and Assets Under Construction (AUC), while the other will focus more broadly on workforce, financial reporting, control and the Unity Programme.

Job description

As an In-Year Reporting and Control Senior Officer in SSD, you will contribute to strong financial management, reporting, control and assurance across the CDIO portfolio. We are recruiting to two complementary roles: one with a primary focus on asset accounting, Assets Under Construction and asset assurance, and the other with a primary focus on workforce and wider financial reporting and control, including support for the Unity Programme. Both roles will help maintain effective controls, improve reporting processes and provide accurate management information to support decision-making.

Both post holders will work closely with Finance Management teams, HMRC Finance and Finance Business Partners, presenting complex financial information clearly to finance and non-finance colleagues. Strong analytical, communication and collaboration skills, attention to detail and a commitment to continuous improvement are essential.

Person specification

Providing support in CDIO Finance liaison with the Unity Programme, which includes

  • Providing support for defining requirements and delivering project commissions
  • Providing, coordinating and coordinating subject matter expertise input and information
  • Assurance of structure models, including cost centres, General ledger, project and commodity codes
  • Impacting and refining processes integral to the system changes.
  • Participating in and coordinating testing and user acceptance
  • Support the transitioning CDIO financial and FTE reporting to the new system structures and tools

Workforce financial control, to include

  • Consolidate and assure the FTE and contingent labour reporting, including variance and trend analysis, organisational change impacts and data validation.
  • Calculation of the staff cost and recharge forecasts and plans
  • Support and provide expertise in financial and FTE reporting, including continuous improvement and exploitation of new tools / AI
  • Working collaboratively and building strong relationships with HR, Resource Managers and Finance Business Partners

Support the wider In Year Reporting and Control team. The asset-focused vacancy will take a leading role in the asset assurance, AUC, capitalisation and related audit responsibilities below, while both roles may contribute across the wider team as priorities require.

  • Deliver, track, and review asset assurance commissions, ensuring consistency and best practice in collaboration with Finance Management teams.
  • Manage the asset under construction (AUC) assurance processes and capitalisation, providing subject matter expertise and building relationships with the project finance community.
  • Conduct balance sheet reviews, including validation of accruals and prepayments across CDIO.
  • Coordinate audit work and assure audit evidence collation.
  • Provide commitments, provisions, and contingent liabilities.
  • Financial management and reporting of the CDIO consolidated position, including assurance and governance reviews.
  • Continuous improvement of processes and exploitation of automation, tools and AI.

Essential Criteria

  • Part-qualified CCAB accountant (including CIMA, ACCA, CIPFA, ACA) or equivalent professional finance qualification.
  • Good interpersonal skills with the ability to build and maintain effective working relationships with stakeholders.
  • Strong analytical, problem-solving and attention-to-detail skills, with the ability to provide clear financial insights and recommendations.
  • Strong financial systems knowledge and understanding of the underlying processes.
  • Confident communicator, able to explain financial information clearly and constructively challenge where appropriate.
  • Experience of managing and monitoring financial performance through budgeting, forecasting and reporting.

Desirable Criteria

  • Experience of the financial management and reporting of workforce numbers and costs.
  • Experience in asset management reporting.
  • Prior experience working within an IT/Digital function, particularly in financial roles.
  • Experience with contributing financial expertise to a large-scale finance system implementation, including requirements gathering, process mapping, data validation, and user acceptance testing (UAT).
