About the role

Binance is exploring opportunities to expand its licensed payment business in Kazakhstan and the broader CIS region. We are looking for a Compliance Officer to build and run an independent and effective compliance function for the local licensed payment business, ensuring compliance with the legislation of the Republic of Kazakhstan, AIFC regulatory requirements, and internal policies.

Responsibilities

Ensure compliance of the local licensed payment business with applicable legislation of the Republic of Kazakhstan, AIFC regulatory requirements, and internal policies;

Identify, assess, monitor, and report compliance risks;

Develop and maintain the Compliance Risk Management Framework;

Conduct periodic compliance monitoring and thematic reviews;

Monitor regulatory developments and coordinate the implementation of regulatory changes;

Develop and maintain compliance policies, procedures, and controls;

Oversee compliance with AML/CFT/CPF requirements and coordinate with the relevant financial monitoring function;

Monitor sanctions and other financial crime risks applicable to the business;

Review new products, services, business activities, and material changes from a compliance perspective;

Identify and manage conflicts of interest;

Investigate suspected compliance breaches and employee misconduct within the scope of the compliance function;

Monitor and analyse customer complaints for potential compliance risks;

Provide compliance advice to management and employees;

Develop and deliver compliance training and promote a strong compliance culture;

Maintain compliance risk registers, monitoring records, and management information;

Report significant compliance risks, breaches, and remediation status to senior management and the Board of Directors;

Ensure reporting of suspicious and threshold transactions (STRs/TTRs), as well as reporting to the Anti-Fraud Centre and other relevant authorities;

Monitor the implementation of corrective actions and ensure timely remediation of identified deficiencies;

Cooperate with regulators, internal audit, and the risk management, legal, AML, information security, and other control functions as appropriate;

Maintain the independence and effectiveness of the compliance function in accordance with the governance framework of the local licensed payment business and applicable regulatory requirements.

Requirements

Degree in law, finance, economics, or a related field; professional certification (ICA, ACAMS/CAMS) is an advantage;

5+ years of compliance experience at a bank, payment organisation, fintech company, or other regulated financial institution;

Strong knowledge of Kazakhstan legislation on payments and payment systems and on AML/CFT, NBK requirements for payment organisations, and financial monitoring reporting obligations;

Knowledge of international sanctions regimes and financial crime risk management practices;

Knowledge of the AIFC/AFSA regulatory framework is a strong advantage;

Experience building or developing a compliance function, including policies, compliance monitoring programmes, and compliance risk assessments;

Experience interacting with regulators, supporting regulatory inspections and audits, and reporting to boards;

Experience in crypto, digital assets, or e-money is an advantage;

Eligibility to pass fit-and-proper assessment for a regulated appointment where required;

Ability to work independently and effectively with global cross-functional teams in a fast-moving environment;

Fluent Russian and English required; Kazakh strongly preferred.
