As Community Safety Operations Manager, you will lead the operational delivery of key community safety services, including anti-social behaviour interventions, crime prevention activity, CCTV services, Street Wardens and multi-agency partnership initiatives. Working closely with senior colleagues, external partners and Thames Valley Police, you'll play a vital role in shaping and delivering safer communities across the county.

About us

Our Operational Community Safety Team is a passionate, proactive and highly visible service dedicated to keeping Buckinghamshire's communities safe. The service consists of a specialist CCTV team, comprising one CCTV Manager and six CCTV Operators, alongside two multi-skilled Community Safety Teams covering North and South Buckinghamshire. Each locality team is led by a Community Safety Team Leader and includes two Community Wardens, two Community Safety Officers and one Anti-Social Behaviour Officer. Together, these teams work closely with Thames Valley Police and a wide range of local partners to tackle anti-social behaviour, reduce crime, support vulnerable residents, safeguard communities and improve public confidence. From managing complex casework and delivering enforcement activity to supporting victims, addressing community tensions, leading multi-agency problem solving and delivering preventative initiatives, the team plays a vital role in improving quality of life for residents, businesses and visitors across Buckinghamshire

About the role

This is a senior leadership role within the Community Safety service, responsible for managing a range of operational services while supporting the delivery of strategic priorities across Buckinghamshire. You will work collaboratively with colleagues, elected members, police, health partners, voluntary organisations and community groups to deliver innovative solutions that tackle local issues and improve community wellbeing.

No two days are the same. One day you may be leading responses to complex anti-social behaviour cases, reviewing community safety performance data and developing action plans; the next, you could be chairing partnership meetings, presenting reports to senior stakeholders, securing external funding or driving service improvements across multi-agency programmes.

The role offers the opportunity to influence both operational delivery and long-term strategic planning. You'll lead teams, develop policies and governance frameworks, oversee significant projects and ensure statutory community safety responsibilities are effectively delivered. As a visible leader, you'll help shape the future direction of community safety services across Buckinghamshire while building strong partnerships that maximise collective impact.

Key responsibilities include:

• Leading the operational delivery of community safety, anti-social behaviour, crime reduction and CCTV services.
• Managing and developing high-performing teams and service leaders.
• Working with partners to deliver the Safer Buckinghamshire Operational Delivery Plan.
• Leading multi-agency initiatives that address crime, anti-social behaviour, community tensions and emerging risks.
• Developing policies, procedures and governance frameworks that support effective service delivery.
• Managing complex and politically sensitive issues through to resolution.
• Overseeing budgets, contracts, commissioned services and external funding opportunities.
• Using intelligence, data and insight to inform decision-making and service improvements.
• Building strong relationships with internal and external stakeholders, including police, health partners, community organisations and elected members.
• Representing the service at partnership boards, public meetings and other high-profile forums.

Any-Desk:

As an ‘any-desk’ worker, you’ll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.

About you

We're looking for an experienced and inspirational leader who is passionate about community safety and making a positive difference to people's lives. You'll be a strategic thinker with strong operational expertise, capable of managing complex issues while maintaining a clear focus on delivering excellent outcomes for residents and communities.

You will be an excellent communicator with the credibility and confidence to build productive relationships across a wide range of stakeholders. Comfortable working in a politically sensitive environment, you'll possess strong negotiation and influencing skills, enabling you to bring partners together around shared objectives and achieve positive outcomes.

To be successful in this role, you'll bring significant experience of leading community safety, partnership or customer-focused services within a large and complex organisation. You'll have a strong understanding of community safety legislation, partnership working, safeguarding principles and crime reduction approaches, alongside proven experience of service planning, programme delivery and organisational change.

You'll also demonstrate:

• Extensive knowledge of community safety, anti-social behaviour, crime prevention and partnership working.
• Experience leading multi-disciplinary teams and multi-agency partnerships.
• Strong leadership skills with a track record of motivating, developing and supporting high-performing teams.
• Excellent project management, organisational and workload prioritisation skills.
• Experience managing complex stakeholder relationships and politically sensitive issues.
• Strong analytical skills with the ability to use data and intelligence to drive decision-making.
• Experience of budget management, commissioning, procurement or contract management.
• Excellent report writing, presentation and communication skills.
• Good IT skills, including Microsoft Office applications and data management systems.
• A degree-level qualification (or equivalent experience) in a relevant discipline such as Community Safety, Criminology, Public Administration, Social Policy or Business Management.
• A full UK driving licence.

Professional qualifications or training related to community safety, safeguarding, anti-social behaviour, crime reduction, CCTV or leadership and management would be advantageous.
