Business Support Officer – Job Description
Main Purpose of the Post / Job Summary
To provide a comprehensive, flexible and responsive administrative business support service across a range of Council functions and departments, as required. This includes implementing and maintaining business support standards and delivering a consistently high level of customer service to both internal and external customers.

As a member of the Business Support Service, the postholder will contribute to the delivery of a modern, professional, high-quality and customer-focused service that supports the Corporate and Business Plans of Newry, Mourne and Down District Council.

Duties and Responsibilities
Provide comprehensive administrative and secretarial support to Council Officers on a daily basis, including acting as a key point of contact for an assigned service or department.
Provide confidential, seamless and effective business support and administrative cover across departments, as required, within the Business Support Service.
Deliver business support in accordance with agreed service standards and standard operating procedures, ensuring high-quality work, effective prioritisation and timely completion of tasks.
Process and maintain applications, system transactions and customer or service queries in accordance with approved procedures.
Deliver a high standard of customer service, including reception duties and effective liaison with Council departments, external agencies and members of the public. Take ownership of customer enquiries and complaints and ensure that they are followed through to resolution.
Provide colleagues and customers with appropriate advice, information and guidance on business support processes and procedures.
Maintain and process information across a range of data and document management systems, including filing, archiving, retrieval, research and accuracy checking. Transfer information to external agencies where required by legislation, statutory requirements or service-level agreements.
Prepare papers, reports and related documentation; implement recommendations and maintain appropriate follow-up actions. Manage correspondence in accordance with departmental procedures.
Process financial transactions in accordance with Council financial regulations and governance requirements. Duties may include recording and receipting payments, including credit card transactions; preparing bank lodgements; maintaining financial records; generating and processing invoices for authorisation; purchasing goods and services; maintaining stock records; assisting with financial claims; and supporting budget monitoring.
Operate and monitor the Council’s manual and computerised booking and requisition systems in accordance with approved procedures.
Acknowledge incoming correspondence and draft, issue and respond to correspondence within agreed timescales and in accordance with departmental procedures.
Organise and support meetings, including preparing agendas and papers, servicing meetings, taking and distributing minutes, implementing agreed recommendations and maintaining appropriate follow-up actions.
Assist with the planning and delivery of departmental projects, activities and events, as required.
Assist with the maintenance and development of relevant Business Support Systems and Quality Management Systems, including monitoring and reviewing systems and implementing improvements as directed.
Provide peer support to colleagues, including assisting with staff inductions, work placements, training and development programmes in accordance with Council policies and procedures.
Contribute to all aspects of service delivery within the Business Support Service, ensuring that services are high quality, responsive and cost effective.
Performance Improvement
Maintain up-to-date knowledge of relevant and associated procedures, legislation and best practice applicable to the postholder’s service area.
Participate fully in employee training and development activities to ensure that the knowledge, skills and competencies required to perform the role effectively remain current and up to date.
General Responsibilities
Carry out all duties in accordance with the Health and Safety at Work Order 1978, as amended, relevant Acts of Parliament, Statutory Instruments, Regulations and other legal requirements, together with all Council policies and procedures, including those relating to Dignity at Work, Health and Safety, Attendance and relevant Codes of Conduct.
Undertake all duties in a manner that supports and enhances the positive reputation of Newry, Mourne and Down District Council.
Lead by example by consistently demonstrating the Council’s values and promoting these values both within the organisation and externally.
Maintain confidentiality at all times and ensure that all personal and sensitive information accessed or controlled by the postholder is handled, stored, processed and maintained in accordance with applicable data protection legislation and Council procedures.
Participate in Corporate, Departmental and Regional working groups, as required.
Assist with the implementation of the Council’s Emergency and Business Continuity Plans when required.
