About the Department

DBS was established under the Protection of Freedoms Act 2012 on 1 December 2012, working from two sites, which are Liverpool and Darlington. We operate on behalf of government delivering Disclosure functions in England, Wales, Jersey, Guernsey and the Isle of Man, and Barring functions for England, Wales, and Northern Ireland. We function within a framework of legal and regulatory requirements and that includes work with a range of external organisations including other government departments, regulators, and trade bodies.

We provide a service that enables organisations in the public, private and voluntary sectors to make better informed, safer recruitment and other decisions. We do this by providing information to enable them to determine whether individuals are unsuitable or unable to undertake certain work, particularly with occupations involving regular contact with vulnerable groups, including children.

Job description

Job Purpose:

The Strategy and Impact Directorate incorporates core functions that are critical to achievement of the outcomes in the DBS Strategy 2025-28. These are: Strategy and Business Development and Organisational Performance and Intelligence.

The Partnerships Team serves four primary purposes: Regional Outreach & National Stakeholder Engagement, Senior Stakeholder Engagement, Partnership Development and External Events.

Regional Outreach Advisers play an active part in delivering the Regional Outreach programme of work, including engaging with under-represented groups, sectors and communities to raise the profile of DBS. You will be responsible for proactively developing and maintaining effective and purposeful relationships with a broad range of regionally focused stakeholders from grass roots through to regional organisations.

Ideally you will live in or around your region and have a good understanding of the communities within your region but as this is a temporary position this will not be taken into consideration. You will have the ability to identify and overcome barriers, to build trust and develop DBS influence across the safeguarding and employment landscape working collaboratively with others to enable DBS to achieve its strategic aims and objectives.

You will actively listen to what our stakeholders, partners and customers are saying to ensure DBS takes their needs into consideration when developing products and services.

As a confident communicator, you will provide information to external stakeholders, in a way that suits their needs to improve their understanding of DBS products and processes.

As a Regional Outreach Adviser, you will work closely with your fellow Regional Outreach Advisers and the Regional Outreach Manager to ensure engagement activity is consistent, focused, and best practice is shared. You will support DBS colleagues to deliver their services effectively, removing barriers, delivering key messages, and facilitating collaboration and co-operation where needed.

As part of the wider Partnerships Team, you will provide support across the wider Partnerships portfolio, identifying regional and sector-based opportunities through your work and sharing them with Partnership colleagues.

You will provide relevant, concise, accurate reports on your activities to support individual and team contribution to the achievement of one or more strategic, business and team objectives.

The post holder will:

· Promote DBS as a Safeguarding Organisation

· Be responsible for the implementation, development, and delivery the DBS Outreach regionally.

· Act as a single point of contact for all DBS related enquiries for your Region’s organisations, respond effectively to enquiries about DBS products and services.

· Support DBS colleagues to deliver their services effectively by removing barriers to sharing information, delivering key DBS messages, and facilitating collaboration and co-operation with stakeholders.

· Proactively identify opportunities for regional stakeholder engagement and outreach develop and deliver them in collaboration with stakeholders and colleagues.

· Develop, deliver, and own stakeholder and partner engagement opportunities in collaboration with colleagues and stakeholders at a regional or sector-based level.

· Support regional advisors by covering other regional activity when required.

· Contribute to the evaluation of the Outreach Programme

· Produce relevant, concise, accurate monthly and ad hoc activity reports.

· Maintain a high- level understanding of the safeguarding landscape locally and nationally, considering its relevance to DBS products and services.

· Present information to internal and external audiences, explaining complex processes.

· Contribute to the development and maintenance of corporate engagement materials in collaboration with the Communications Team, colleagues and stakeholders.

· Support and contribute to the delivery of an external events programme to raise the profile and awareness of DBS and its products and services, build trust in DBS and increase its influence on the environment in which it operates.

· Be prepared to attend training and development courses on an ongoing basis to develop additional skills.

· Supporting the delivery of the wider team goals by being an active member of the team.
