One role sits within the Buildings Design and Construction Digital team, which delivers cross-cutting projects across professions, products and building performance. These areas are facing similar challenges and require joined-up solutions to implement the recommendations of the Grenfell Inquiry and to make sure the sector is positioned ready for a digital future. A particular area of focus will be on developing digital services that will play a central role in the regulatory reform of the built environment. You will prevent fragmentation across regulators and ensure services are part of a coherent system, not standalone programmes. This role would be ideal for someone who enjoys joining up complex, system-wide problems and turning them into coherent, user‑centred digital services that deliver real-world regulatory reform.
The second role is in the Digital Connect team and will lead on two services: Managing Local Conversations (MLC), which helps teams manage stakeholder relationships, record engagement activity and share insights in one secure place. Risk and Reporting Platform (RRP), which helps teams manage and report risk, performance and delivery information more consistently and efficiently. Your work will help colleagues spend less time on manual processes, make better use of information, and make more informed decisions. By understanding user needs and leading product development, you will ensure our services deliver real value to users across MHCLG and the wider public sector.

Job description
As a Senior Product Manager you'll:
Be responsible for the design and delivery of digital services to support our built environment reforms. You will turn requirements into functional services, including leading the requirements of any services owned by MHCLG.
Advocate for user needs, ensuring user value is balanced against cost and value for the organisation when determining the benefit of a service and persuade Senior Leaders of its value.
Ensure effective governance arrangements so that the service delivers our digital framework and MHCLG’s strategic objectives, contributing to wider Portfolio management.
Act as a Single Point of Contact (SPOC) for interactions between regulator services and the digital service, identifying and resolving dependencies and looking for opportunities to work collaboratively towards shared objectives.
Be a visible and proactive leader across MHCLG, promoting the work of the team and steering collaboratio
Define, communicate and embed a clear product vision and strategy, ensuring priorities are aligned to user needs, organisational objectives and evidence, and working closely with multidisciplinary teams to deliver the highest-value outcomes.
Additionally in the BDC role you'll:
• Act as Senior Responsible Owner (SRO) for the construction products digital service. You will compare and select the most appropriate delivery methods and processes (including the shape of the service, delivery models, competition, ownership and procurement), ensuing value for money is delivered against our £1.6m capital budget • Provide digital oversight and challenge on Digital Building Control and Competent Person Scheme enablement (without owning those programmes), including opportunities to share learning and solutions.Person specification
As a Senior Product Manager you’ll have:
• Experience of developing and delivering digital services.
• Demonstrated ability to lead cross-disciplinary teams, maintain progress, and inspire individuals to achieve their best
• Experience of comparing and selecting the most appropriate delivery methods and processes for services and products, drawing on insights and expertise.
• Experience leading and maintain excellent stakeholder relationships to drive forward priority work and support the implementation of solutions.
• Advocated for user needs, ensuring user value is balanced against cost and value for the organisation, prioritising a minimum viable product and evaluating outcomes.
• The ability to communicate clearly and succinctly with a range of audiences, including senior leaders.
Desirable criteria:
- Experience of user-centred design and/or management of user researchers in a multi-disciplinary team
