As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.
You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.

As the Drumfork Centre Manager, you’ll be the driving force behind a safe, welcoming space where local groups from after-school clubs to fitness classes can come together and thrive. What you will do:
- Facilitate the use of the Community Centre meeting and event rooms by third party organisations.
- Manage allocated personnel and to ensure that the Centre is staffed as required throughout its opening hours: Monday to Thursday 0800 to 2100, Friday 0800 - 1200 and Saturday and Sunday by prior arrangement
- To control and co-ordinate all bookings for User Groups and Functions.
- To ensure that all organisations operating out of the Community Centre are conducting appropriate activities, in accordance with standing instructions, seeking direction and guidance from the Captain of the Base.
- To control the use of storage facilities by authorised groups.
- To invoice groups for any charges levied and to receive payments passing it on to the Central Amenities Fund Manager.
- To generate and maintain an information portal that informs interested parties of ongoing activities and provides information explaining how to access the Centre’s facilities.
- To provide a facility to receive deliveries on behalf of local stakeholders and to be responsible for receipt and correct distribution of all mail arriving at the centre.
- To discharge MOD Health and Safety responsibilities to all users. To be responsible for any safety and security aspects of Centre and ensure correct safety briefings and inductions are carried out as required for all user groups.
- Manage the centre weekly staff watchbill, ensuring appropriate cover for events etc.
- To be on call during late opening sessions to support staff, as necessary.
- Monitor and record in the Incident Log all incidents/accidents that happens in the course of the duty.
- Be responsible for the upkeep and records of all firefighting and other safety equipment located within the Centre.
- View certificates and ensure all User Groups have personal or Public Liability Insurances for their respective activities.
- To be the custodian of keys to all areas of the Centre and responsible for the safe keeping of keys to all areas including main access and egress doors. To ensure adequate provision is made for issue and return of keys to all user groups.
- Record and report all complaints appertaining to the Centre and its employees.
- Supervise all visitors/contractors whilst on the premises.
- Conduct the safe evacuation of the Centre in the case of all emergencies.
- Monitor the general condition of the building, reporting of any defects and maintenance requirements to the Prime Contract Help Desk and record in Defect Log.
- Ensure that defects and maintenance requirements are addressed in a timely manner.
- Facilitate access for maintenance and repair staff.
- Control the contents, fittings, and furniture within the building.
- Act as the Service Manager overseeing the cleaning contract.
- Manage the operations of The Cabin building as an annex to main Drumfork Community Centre, ensuring all building custodian duties are covered as per main Drumfork Community Centre.
- To manage the social media channels for the centre and promotion of community timetable on a regular basis.
Person specification
To be successful with your application, you'll need to show that you meet the following essential criteria:

- Proven experience in managing community or multi-use facilities, including coordinating bookings and overseeing day-to-day operations.
- Strong organisational skills with the ability to manage staff rotas and ensure appropriate staffing levels during varied opening hours, including evenings and weekends.
- Excellent interpersonal and communication skills to liaise effectively with diverse user groups, contractors, and stakeholders.
- Demonstrable knowledge of health and safety regulations, with experience in implementing safety procedures, conducting inductions, and managing emergency evacuations.
- Ability to manage financial processes such as invoicing, payment collection, and budget monitoring.
- Experience in maintaining accurate records, including incident logs, maintenance reports, and insurance documentation.
- Competence in key and security management, ensuring safe custody and controlled access to facilities.
- Ability to supervise visitors and contractors, ensuring compliance with site rules and security protocols.
- Experience in facilities maintenance coordination, including reporting defects and facilitating timely repairs through contractors.
- Proven capability to manage cleaning contracts or similar service agreements.
- Proficiency in using social media and digital platforms to promote community activities and maintain an information portal.
- Strong problem-solving skills and the ability to respond effectively to incidents and complaints.
