The Health and Safety Executive (HSE) is Britain’s national regulator for workplace health and safety. We are dedicated to protecting people and places and helping everyone lead safer and healthier lives.

The Change Team sits within our Operational Services Division and is comprised of three key pillars:
1. Transformation Office,
2. Programme & Project Management (“PPM”)
3. Business Design & Change (“BDC”).

These pillars contain professional practitioners who are deployed to projects and programmes within HSE, and each pillar is led by a Head of Change.

The Business Analyst (BA) role sits in the Business Design & Change Management (BDCM) pillar. The Business Analyst will work alongside other professionals, e.g. other Analysts, Business Design & Change Practitioners, Business Architects, and operational experts. The role is a key position in designing, building and implementing new operating models and digital services in line with HSE’s strategic priorities, focusing on efficiency, effectiveness, regulatory outcomes, and improving the user experience. They are responsible, at a project level, for baselining current activities, articulating business and user requirements, designing and implementing new services, processes, organisational structures and ways of working, as well as providing continuous improvement support to HSE’s operations.

You will grow your skills as part of our growing community of practice and will mentor or manage more Junior Business Analysts.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

Job description

You will work within multidisciplinary teams to support the delivery of the various organisational benefits and enhancements. You will be responsible for supporting work across digital and transformation projects to articulate business and user requirements, design and implement new services, processes, organisational structures and ways of working. You will also provide continuous improvement support to HSE’s operations.

Key Responsibilities

• Undertake business analytics, including performance and productivity baselining, demand analysis, impact and feasibility analysis, scenario modelling, activity-based costings, and benefits tracking to support the build of comprehensive transformation plans.
• Collaborate with multi-disciplinary professionals and operational teams in the design and delivery of services and functions, which are efficient, effective and user centric across the end-to-end process.
• Work with stakeholders to help gather and refine requirements for future operating models, using appropriate methodologies and approaches.
• Understand and document the baseline and current state of services and functions, including end to end processes and user journeys.
• Design future state processes, workflows, and user journeys, contributing to the production of full end to end target operating models and organisational designs, through defining operational pilots, test scenarios etc., reporting on outcomes and results, adjusting proposed solutions as appropriate.
• Work with operational teams to ensure ongoing process control, performance, and compliance through the development of operational frameworks.
• Identify and manage important stakeholders, tailoring communication to their needs, and work with teams effectively and collaboratively across the organisation.

Person specification

Essential Skills and Criteria

• A track record in capturing user needs and requirements and documenting functional and non-functional requirements and user stories, within a digital transformation environment (Lead Criteria).
• Ability to baseline current processes and design future state processes, workflows, and user journeys to support implementation of new processes and technology, enabling effective Change Management and business deployment activities.
• Contribute to the effective management of demand and resources by prioritising work, identifying capacity constraints, maintaining awareness of competing priorities, and supporting informed decision-making to ensure effort is focused on the right activities at the right time.
• Stakeholder engagement and management experience, able to work with a range of stakeholders and adapt communication style as necessary.
• Experience of working in Agile delivery environments and using appropriate techniques, supported by proficiency in Microsoft tools, including Azure DevOps, Dynamics 365, Excel, Visio.

Hybrid Working

At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
