Policy, Strategy and Transformation Consultant

Policy, Strategy and Transformation Consultant - £400 - £450 per day - Outside IR35 - London/Hybrid - 7 month contract

The role will require someone to support delivery of the Domestic and Non-Domestic Private Rented Sector Minimum Energy Efficiency Standards (PRS MEES) through digital and policy programmes, ensuring digital products, operational processes and policy objectives are aligned and delivered using agile methods.

Experience in:

Leading digital transformation and agile delivery across complex public sector environments.
Developing Target Operating Models, service design approaches and change plans to support effective implementation.?
Engaging senior stakeholders and overseeing delivery partners to manage complex technical delivery and integrations.
To provide support across policy and delivery workstreams, including:

Supporting policy development for PRS MEES through improvements to implementation of MEES.
Testing policy and delivery options with stakeholders.
Undertaking research into barriers and improvements to support MEES compliance.
Supporting delivery of digital tools to aid compliance and enforcement.
Shaping documentation for digital projects aligned to MEES policy.
Supporting leadership through Discovery, Alpha and Beta phases for digital delivery.
Coordinating input into product development, improvement and managing contractors.
Deliverables:

Policy and delivery proposals for PRS MEES Research outputs on compliance and enforcement barriers.
Artefacts for digital projects.
Support Digital projects through agile project phases (Compliance Hub, Private Rented Sector (PRS) Exemptions Register, and Energy Efficiency Cost Database and Payback Calculator).
Target Operating / Delivery Model for Digital projects.
