About the role

Purpose of this role
Support the management of the seniros officers' caseloads of children and yound people with special educational needs and disabilities (SEND) ensuring that they are appropriately placed and supported and that their wellbeing and individual needs are assessed, and positive outcomes achieved.

Key Responsibilities
Supporting the Senior Officers in managing their allocated caseload of young people with special educational needs and disabilities (SEND).  Completing non-complex assessments of need, attending annual reviews as appropriate.
 
Through the development of effective professional relationships with parents / carers and associated professionals work with schools, colleges and settings to identify children and young people with SEND, identifying how needs will be met and outcomes achieved.
 
Liaison with other professionals regarding children’s needs to ensure all children and young people with SEND are appropriately placed and supported in accordance with panel decisions.
 
At all times to promote and safeguard the welfare of children who live or access services in, or who are looked after by, Derbyshire County Council (DCC).
 
Specific strategic responsibilities in line with the needs of the authority to support the Senior Officer, such as where necessary.

Writing and amending drafts and final EHC plans as required; ensuring that these are of a high quality, using person centred approaches, focusing on outcomes and ensuring that they identify and meet the needs of the child or young person and their families and reflect their aspirations.
 
Participating in non-complex annual reviews and amending or ceasing where necessary within a statutory timeframe as required.
 
Liaising with other agencies and members of multi-agency teams to share and gather information on children, young people and family’s needs, making and receiving referrals as appropriate.
 
With support and guidance from the Senior Officer, explore with education colleagues to ensure appropriate education provision for children and young people with SEND and seek new school placements where necessary, completing appropriate audit trail for Senior Officers to make sure that DCC is making placements within an efficient use of resources.
 
Support the Senior Officer with the non-complex funding request process.
 
Provide professional support and advice to all stakeholders and partners.
 
Keep up to date with SEND issues, including legislation, case law, national guidance and developments elsewhere.
 
Ensure that all decisions are taken in accordance with educational legislation, associated codes of practice and council policy, giving due consideration to budgetary constraints.
 
Maintain children and young peoples’ records in line with the required procedures and standards and work in accordance with recognised safeguarding policies and procedure.

Any experience with the IDOX EHC hub would be helpful but not necessary.
