A prestigious Tier 1 Main Contractor is seeking a driven Pre-Construction Manager to lead multi-million-pound bids from early tender through to PCSA and main contract award across the North West and Yorkshire.

The Role & Key Responsibilities

  • Drive Bid Strategy: Lead single and two-stage tender strategies from initial EOI to main contract award, shaping buildability, win strategies, and key differentiators.

  • PCSA Leadership: Direct second-stage PCSA deliverables, coordinating design management, commercial strategy, risk registers, planning approvals, and profit plans.

  • Hands-on Submission Ownership: Write, review, and assemble high-quality bid content while leading multidisciplinary teams across design, commercial, and planning.

  • Client & Supply Chain Engagement: Build strong relationships with local authorities, clients, designers, and Northern supply chains, leading mid- and post-tender interview presentations.

  • Site & Buildability Evaluation: Conduct site visits across the Northern region to identify build constraints, logistics, and sequencing improvements.

What You Bring

  • Proven Pre-Con Track Record: 5+ years in pre-construction or senior bid management within UK main contracting (building/commercial sector).

  • Two-Stage Expertise: Demonstrated experience navigating PCSA frameworks, two-stage tenders, and client negotiations.

  • Qualifications: Degree in Construction Management or Civil Engineering, backed by professional chartership (MCIOB / MRICS or working towards).

  • Technical & Commercial Acumen: Ability to write compelling tender content, challenge design/programme assumptions, and build solid profit strategies.

  • Regional Market Knowledge: Familiarity with the North West and Yorkshire construction landscape, consultants, and sub-contractor networks.
