Job summary

The SIA is the organisation responsible for the regulation of private security. It is an independent, arm’s length body (ALB) of the Home Office, reporting to the Home Secretary, under the terms of the Private Security Industry Act 2001. The SIA’s purpose is protecting the public through effective regulation of the private security industry and working with partners to raise standards across the sector. Its regulatory remit covers the whole of the United Kingdom.

The SIA has two main duties: the compulsory licensing of individuals undertaking designated activities within the private security industry and the management of a voluntary Approved Contractor Scheme, which measures private security suppliers against independently assessed criteria.

SIA licensing covers security operatives who are in guarding, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV, vehicle immobilisation (in Northern Ireland) and key holding. Licensing ensures that private security operatives are fit and proper persons who are properly trained and qualified to do their job.

Job description

Responsibilities:

• Lead and provide senior subject matter expertise and coordination of the Inspections and Enforcement (I&E) Directorate’s role in the Digital and Data Programme to ensure successful and timely delivery of the Programme and its intended business benefits.
• Provide coordination for other I&E input to the project teams on a day-to-day basis.
• Ensuring risks to I&E delivery, and capacity are identified and managed, ensuring mitigations are in place and resolved.
• Provide timely and accurate information on the progress of key projects and workstreams and appropriate communication and engagement in the Directorate on the Programme in I&E and to the Director, I&E SLT and I&E teams.
• Be the Senior Lead for I&E on the Programme Board and key Project Boards ensuring timely progress in line with budget and other expectations.
• Drive performances through new/updated CRM system to replace SIA’s existing ACS/Compliance CRM system to support the management of the SIA’s compliance and inspections function over individuals and venues as well as Accredited Contractor (ACS) Scheme and any future Voluntary Approvals scheme.
• Represent and lead I&Es role in the reimplementation of the existing STeP Portal to accommodate OneLogin for Government and Digital ID to ensure it its functionality is ready for successfully launch of smart licences (internally and externally), and effective licence and ACS compliance checking.
• Lead on the implementation of a Portal for use by private security businesses who need to interact with the SIA in connection with existing and new SIA licensing and compliance processes.
• Work with the Digital and Data Transformation Lead, the D&D Programme Manager, senior leads in Licensing and Standards, and other colleagues across the D&D Programme to ensure dependencies are actively managed, acting as an arbiter where appropriate to resolve conflicts and issues.
• Identify and maintain key external stakeholder relationships with the Digital and Data teams and Licensing and Standards leads, particularly with the lead ICT external supplier.
• Lead I&E performance capture and improvement by creating more efficient processes and procedures through the analysis of data and transfer into more effective working practices.
• Be responsible for I&E performance data collection and reporting.
• Drive efficiency through analysis of data and implementation of new policies and procedures.
• Ensure timely collation of monthly / quarterly reporting schedules and the production of ad hoc reports as and when required.

Relevant Qualifications, Knowledge and Experience

Essential

• Good working knowledge of how I&E’s functions works and I&E colleagues interface internally and externally with the public, licence holders and businesses through SIA processes as well as how I&E colleagues use existing technology and data systems.
• Strong leadership skills - ideally in a project /programme environment
• Exceptional internal and external stakeholder management skills – a natural collaborator.
• Experience of working in a significant programme or key business project environment providing leadership and subject matter advice and guidance to the programme or project.
• Ability to work in multi-disciplinary teams to deliver excellent results and achieve desired outcomes; with a ‘can do’ or ‘problem solving’ mindset to support driving delivery and plans.
• Experience of successfully delivering projects or work that drives front line operational effectiveness and efficiency improvements.

Desirable

• Previous Project Executive or Project Sponsor experience.
• Experience of creating and managing business cases.
