Job summary

The Infected Blood Compensation Authority (IBCA) is a new arm’s-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.

IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.

Please note that the mission of IBCA means that it is likely to be fully operational for a period of approximately up to 5 years, after which IBCA will become a smaller residual service. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

Job description

A vacancy has opened for a Deputy Data Acquisition and Quality Lead within the Data Governance Team. The Data Governance team comprises 4 workstreams; Data Protection, Knowledge and Information Management, Information Rights and Disclosure, Data Acquisition and Quality.

This role will sit within the Data Acquisition and Quality workstream and will support the ongoing work of the Data Governance team by ensuring that data is acquired in a way which is compliant with data protection legislation, ensuring data is stored in appropriately secure locations and that the quality of the data is compliant and has a positive impact to IBCA's on going work.

Person specification

The successful candidate will work within the Data Acquisition and Quality workstream, with a focus on:

• Identifying potential data for acquisition
  
• Engage with internal and external stakeholders to establish IBCA’s data requirements
• Support in the drafting and maintaining of agreements such as MoUs, DSAs, data processing contracts and deeds, ensuring these align with relevant legislation
• Manage data quality standards, ensuring data accuracy, completeness, consistency, and validity.

EssentialCriteria

• You should have experience of working in an organisation which handles and exchanges sensitive personal information.
• Experience with working with data protection legislation, and applying this in practice.
• Capable of managing multiple work items of competing priority, determining appropriate levels of urgency.
• You should have strong analytical skills to enable you to reach sound decisions.
• Experience with working within a legal framework, and interpreting applicable guidance to inform your approach.
• Ability to anticipate, assess and capture relevant risks, and design mitigations accordingly.
• You should have experience managing data quality standards, ensuring data accuracy, completeness, consistency, and validity.

Desirable Criteria

• Experience working with Healthcare Data.

Additional information:

A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
