About the role
At Hammersmith & Fulham, we are ambitious in reforming the council to ensure this is a place for everybody. Within the Place department, we aim to be efficient in everything that we do. We believe our residents deserve a place that is safe, clean and green, with high quality services they can rely on.
The Opportunity
Hammersmith & Fulham is one of London's most dynamic boroughs, and we are in an exciting moment of transformation. Upstream London, the second phase of our mission-led growth strategy, sets out an ambitious vision to become a leading Innovation Borough; a place where economic prosperity benefits everyone, and where local government plays an active role in bringing partners together, supporting affordable workspace, and helping businesses start, grow and invest.
This is a rare opportunity to play a central role in that ambition. You will co-ordinate and deliver key sector interventions across the borough's priority sectors and clusters, including leading delivery of our GLA-accredited Creative Enterprise Zone action plan, taking on specific elements of our Affordable Workspace Strategy, and helping shape our response to other priority sectors as they emerge.
About the Role
Sitting within our Economic Development & Growth team and reporting to the Strategic Lead for Sectors & Clusters, you will co-ordinate and deliver key sector interventions across the borough's established sectors and clusters. You will work with colleagues across the Place department to devise and deliver initiatives that support the growth of key sector businesses, plan and deliver a programme of networking, capacity-building and sector events, and build and maintain a strong network of stakeholders across the borough's priority sectors. In everything you do, you will help grow Hammersmith & Fulham's reputation as a place to start, grow and invest in a business.
Within this, you will lead delivery of the Hammersmith & Fulham Creative Enterprise Zone action plan, as agreed with the GLA, and support delivery of our Affordable Workspace Strategy, including managing our Affordable Workspace Operators Forum. You will also support the Strategic Lead in identifying, developing and implementing interventions for other priority sectors and clusters as they emerge.
You will develop a robust governance and performance monitoring framework for the programmes you lead, ensure Council policy and strategy align closely with the needs of key sectors, and work with colleagues overseeing Social Value to secure benefits for the borough's businesses. You will monitor external funding streams and bid where appropriate, commission and manage external consultants where required, and report on progress, risks and opportunities to senior officers, elected members and key partners.
This is a hands-on, externally-focused role that requires real-world delivery alongside strategic awareness. You will need to self-direct a varied portfolio across multiple workstreams, work confidently across teams, and get things done with limited day-to-day supervision.
Please refer to the Role Profile for more information.
About you
You will bring a track record of building and sustaining working relationships with a wide range of stakeholders, and of delivering collaboratively, along with a genuine understanding of the pressures facing businesses and evidence of using that understanding to shape support, services or provision.
You will have experience of developing, delivering and monitoring projects and programmes involving multiple stakeholders and different governance arrangements, the ability to work independently and self-direct a varied workload with limited day-to-day supervision, and clear, concise written and verbal communication adapted to different audiences, including experience of working with senior decision-makers. Knowledge of affordable workspace, commercial property or the planning system would be a real advantage, as would knowledge of the arts and creative industries, and experience of commissioning and procurement, budget management and monitoring, planning and delivering events, networking or capacity-building programmes, or successfully bidding for external funding.
Above all, you will be motivated by genuine impact; not just outputs on a spreadsheet, but visible change in the borough's economy and the businesses and communities that drive it.
What We Offer
You will join a small, high-performing Sectors & Clusters team with genuine ownership over a high-profile portfolio from day one. The role offers real breadth of exposure; Cabinet-level programmes, a live GLA partnership, and a stakeholder network spanning key sectors across west London; making it a strong platform for progression within economic development.
