About the role
We're looking for an Asset Development Manager to play a key role in ensuring our transport assets are fit for the future. This is an exciting opportunity to influence how we manage, develop and invest in a diverse portfolio of operational assets that support the region's transport network and some of our most ambitious programmes.
Working at the heart of our Operational Assets team, you'll lead the development and continuous improvement of asset strategies, standards, maintenance specifications and asset management systems, ensuring our assets deliver the best possible value, performance and customer experience throughout their lifecycle. You'll use your technical expertise to turn complex asset challenges into practical strategies and solutions, enabling informed decision-making across the organisation.
This is a varied and high-impact role, with opportunities to contribute to major initiatives including bus franchising, the acquisition of bus depots, the implementation and ongoing development of a new asset management system, the rollout of EV charging infrastructure at Park & Ride sites, and the development of long-term operational asset strategies across the Transport for West Midlands estate.
We're looking for someone with experience of managing infrastructure or operational assets who enjoys reviewing processes, developing strategies and identifying opportunities for improvement. You'll be confident analysing asset data, considering whole-life costs and asset condition, writing clear specifications and policies, and working collaboratively with colleagues and stakeholders to deliver sustainable, value-for-money outcomes.
What you will be doing
- Support the development of revenue and capital budget submissions
- Develop asset strategies for each transport asset group, considering strategic objectives, whole-life costs, dependencies, risks, accessibility, sustainability and stakeholder requirements
- Develop and promote innovation in asset management techniques
- Manage, support and develop direct reports
- Work collaboratively with internal and external stakeholders
- Identify and develop longer-term planned maintenance needs for TfWM assets
- Develop contract specifications for maintenance, cleaning, landscaping and asset-related products and services
- Carry out systematic reviews of sites, systems, data and ways of working
- Collect and analyse relevant asset data
- Produce accurate, concise reports, business plans and briefings that summarise complex financial, operational and development issues
What’s essential
- Extensive demonstrable experience of asset management
- Significant experience of developing and implementing new systems
- Experience of working within the principles of PAS 55 / ISO 55000
- Significant experience of establishing and maintaining effective relationships with a wide range of groups, individuals and organisations
- Experience of risk management techniques
- Experience of working in and managing multi-disciplinary teams
- Experience of consulting, negotiating and delivering business change
- Strong communication and influencing skills across all levels
- Creative approach to problem solving
Location.
The location for this role is 16 Summer Lane with at least 2-3 days a week spent in the office.
