Job Description

Modernise our public safety network and build a safer, more resilient borough for our community. This is a fixed term position for a duration of 2 years.

As our CCTV Programme Manager, you’ll lead the transformation of Kensington and Chelsea’s public safety CCTV network. It’s a role with genuine, borough-wide impact – a chance to harness modern technology, upgrade critical infrastructure and ensure our public spaces remain safe and secure for all our residents.

Working Style

In this 2-year fixed-term contract, you’ll be based in the Borough for four days a week playing a key role in serving the local community. Whether you’re offering technical guidance to senior leaders or collaborating with local residents and police partners, you’ll be part of a dedicated team making a real difference to residents’ lives.

What you’ll be doing

Your focus will be leading the strategic transformation of our CCTV service, ensuring our network infrastructure, fibre systems and technology are modern, cost-effective and fit for the future. You’ll oversee all operational workstreams, manage public realm budgets and maintain effective partnership arrangements with our CCTV Control Room Service.

This means reviewing and upgrading camera assets across the borough, coordinating Neighbourhood Community Infrastructure Levy investments and actively monitoring service providers to guarantee contractual standards are consistently met.

You’ll work closely with residents, elected members, police partners and internal teams to ensure community safety priorities are delivered with care, competence and fairness. A key part of the role will involve chairing resident-led advisory groups and providing expert technical guidance to senior leadership, ensuring community voices shape how we protect our public spaces.

What you’ll bring

You’ll bring professional knowledge of CCTV management standards equivalent to BTEC Level 4 in Managing CCTV Control Rooms, supported by extensive technical and operational experience with public space systems. You have an in-depth understanding of relevant legislation, including the Data Protection Act, UK GDPR and RIPA, alongside a clear vision for how emerging technologies can enhance public safety.

Experienced in risk management, contract negotiation and budget oversight, you know how to manage complex projects and move at pace. You possess strong analytical skills and excellent communication abilities, allowing you to negotiate effectively, solve complex operational challenges and build positive, trusted relationships with partners and councillors.

Most importantly, you’re someone who brings a collaborative, resident-focused approach – dedicated to delivering high-quality safety infrastructure with integrity, care and transparency.
