Job summary

An exciting opportunity has arisen within HM Land Registry's (HMLR) Transformation & Technology directorate for an Operational Delivery Manager

The role holder will oversee the effective delivery of our portfolio of change by leading and developing a team of Delivery Managers and Associate Delivery Managers, providing expert support, guidance and create the right environment across multiple teams to continually deliver value utilising industry standard techniques.

Working across complex streams of work involving multiple delivery teams, they will ensure that robust and comprehensive planning across several teams takes place, resulting in a coherent delivery schedule that aligns to strategic goals and plans. Responsible for creating the right environment for effective delivery as well as ensuring work and progress is transparent; collaboration and communication is working across teams and other parts of the organisation; blockers and obstacles are removed or escalated; risks and dependencies are appropriately managed; people and teams are happy and motivated; budgeting, commercials and iterative planning and the pipeline of future work is considered.

They will report to Head of Delivery and/or Senior Delivery Managers to ensure the set strategic direction is understood and will be responsible for cascading clear direction and objectives across multiple teams, working with the Delivery Managers to ensure the delivery of change is successful.

Job description

The role holder will have the below main duties:

• Oversee, coordinate, drive and be accountable for complex delivery across multiple teams.
• Provide leadership and direction and act as an escalation point to Associate Delivery Managers and Delivery Managers, who work at a team level, by sharing approaches, methods and skills.
• Deputise and cover for Senior Delivery Managers.
• Point of escalation and decision making for the teams regarding delivery issues, providing coaching, guidance and practical advice.
• The job holder will clear obstacles to allow the teams to focus on regular robust delivery for best possible outcomes
• Contribute to the Delivery Practice and SLT in area of expertise to share knowledge and experiences with others, in line with continuous improvement agenda and help build the Delivery capability for the future.
• Collaborate with senior stakeholders and other teams to ensure continual healthy stakeholder relationships.
• Influence planning decisions and strategic direction of deliverables at project and programme level
• Drive delivery teams, setting the pace and ensuring teams are working towards delivery commitments and focused on outcomes
• Take a continuous improvement approach to planning, forecasting, estimating, managing uncertainty, metrics and measurements, contingency planning and road mapping.
• Ensure clear overview of changes across multiple teams to identify potential issues/opportunities and execute and escalate the relevant actions.
• Maintain the delivery cadence and manage the relationships between different people within and across multiple teams.

Please note you will be required to work a minimum of 25 hours per week, across 4 days, in this post.

Occasional travel will be necessary to HM Land Registry business units, external supplier sites and other Government Departments.

HMLR expect everyone to spend at least 60% of their working time in the office.

Person specification

To be successful in this role you will hold a degree level or equivalent qualification in Information Technology or a related area, or have significant experience in an IT field.

You will also be proficient and have demonstrable experience of the following:

• Proven track record of effective delivery of IT change, utilising strong knowledge of lifecycle for infrastructure and/or agile methodology and delivery tools.
• Management and leadership of multiple internal, 3rd party or hybrid “virtual” technical teams (potentially in multiple locations).
• Highly developed people skills, including empathy, coaching, mentoring, listening, motivating others, giving feedback and developing others.
• Able to prioritise and plan multiple demands and tasks across multiple workstreams responding quickly to changing circumstances.
• Engaging, influencing and challenging numerous stakeholders.
• Ability to constructively challenge and make processes more effective.
• Problem solving skills
• Strong evidence of planning and managing significant complex technical change.

This role is part of the Government Digital and Data Profession and may attract an additional supplement. The amount is the result of a capability assessment which will be determined during the application and interview process to assess your capability level.
