Data Platform Services (DPS) is part of the HMRC Chief Data Office within the Chief Digital and Information Officer group (CDIO). This function designs, builds and operates the data platforms for HMRC’s services at a size and scale larger than most other organisations.

DPS is leading a major transformation programme encompassing technology, capabilities and data platforms whilst continuing to deliver high quality and robust services to our internal and external customers. DPS is growing to ensure it can provide the Intelligent Client function that HMRC requires for the future.

As Head of Data Intelligence Platforms, you will play a key leadership role in this transformation journey and a key cornerstone with leveraging Artificial Intelligence. You will own the design, delivery and running of Reporting & Search & Data Discovery and Advanced Analytics & cognitive data Platforms & Products managing a talented team of HMRC employees, contractor’s and third-party suppliers with a one team approach.

Job description

The G6 Head of Data Intelligence Products sits within Data Platform Services (DPS) team as part of the Chief Digital and Information Officer group (CDIO) function. DPS builds and operates all of HMRC’s data platforms and a wide range of advanced data products.

DPS is operating in a hybrid cloud environment, building and innovating with the next generation of data storage, processing and exploitation capabilities leveraging AI. But it’s not just about the technology; we need the best people to lead this transformation, working in agile ways, continuously delivering value for our internal and external customers.

As Head of Data Intelligence Products, you’ll be leading the teams designing, building, and running critical data platforms HMRC provides. The goal being a catalogue of re-usable data products for DPS customers to consume on a core set of data platforms currently sitting on hybrid cloud.

You’ll also be part of the DPS senior leadership team, working together to co-ordinate operations and delivery for all aspects of groups work.

Person specification

Responsibilities:

• Direct line management responsibility for PODs and Lead Engineers within Data Platform Services. Growing multi-disciplinary team consisting of both civil servants and contractor/supplier resources.
• Translating wider business needs into a set of re-usable platforms and products in a constantly evolving area of technology.
• Own the overall roadmap for Data Intelligence Platforms and key contributor to the Data Platform strategy.
• Support the wider government and HMRC transformation Programmes with expertise, resource and delivery.
• Forging of productive working relationships within CDIO, HMRC Business Customers, and Other Government Departments.
• Manage relationships with a number of key suppliers providing services or software used within the Data Intelligence remit.
• Engage and collaborate with the DPS leadership team to achieve departmental objectives within agreed budgets.
• Ensure the Data Intelligence Platforms operate within agreed service levels.
• Contribute to innovation and evaluation of new technology, design, and solutions.
• Mentor and Coach team members and guide the team.
• Help to develop the next generation of Data Engineers.
  
  

Essential Criteria:

• An experienced technology leader and manager, with the ability to lead highly skilled multi supplier teams, with a successful track record in driving innovation and delivering results.
• Track record in building and developing teams - this will include initiating and delivering change, ensuring respect, developing leadership and management capability to deliver sustainable performance and long-term improvements.
• Experience in the management of complex and varied technology landscapes with both legacy and cutting-edge solutions, particularly in the area of generative AI and gaining intelligence and insight from data.
• Hands on data engineering experience delivering enabling platforms and products in an enterprise domain.

Desirable Criteria:

• Credible with both technical teams and business leaders, able to communicate appropriately.
• Experience of people management across large, complex teams distributed geographically and delivering using agile techniques.
• Supplier management experience including both delivery and operations. Influencing commercial partners in a multi-supplier / vendor environment to ensure services are delivered, whilst achieving value for money.
• A record of Design and Architecture experience in the Data domain.
• Have extensive understanding of how data, analytics and cognitive technologies can be leveraged to derive significant business insight and value in order to improve operations, customer experience and compliance.
• Ability to work under pressure in a dynamic and high demand role responding quickly to changing circumstances and tight timetables as priorities evolve and escalate.
• Delivering value through enabling use of Artificial Intelligence including use of Large Language Models on hyperscale providers.
