The Regional Health and Safety Manager will deliver HMRC’s Health and Safety Policy by seeking and providing assurance for the three buildings in the Belfast Region. The role holder will support the Head of Estate and Facilities Management Team to ensure compliance with legal and departmental standards in the areas of fire safety and building related health and safety.

Job description

• Identify building related H&S risks and liaise with the Building Manager and Head of Estates, Health & Safety and Fire Safety Specialists on the implementation of suitable controls.
• Recommend and explore solutions to any issues arising as a result of building inspections and track completion.
• Provide competent health & safety advice to HMRC and liaise with Other Government Departments, supporting where Estates issues arise.
• Liaise with Local Trade Union Side in line with Safety Representatives & Safety Committee Regs (SRSC)
• Provide advice and carry out assurances to ensure effective building related risk assessments are in place
• Investigate and respond to Estates related incidents recorded under the ACC1 Accident at Work process, reporting progress back to the HMRC Estates Health & Safety Specialist.
• Liaise with FM Teams to request evidence of statutory compliance for buildings within the region.
• Develop and implement a full stakeholder management plan for all customers for Estates related health & safety issues and implement building wide Health & Safety communications plan.
• Act as single point of contact for HR Occupational Health & Wellbeing Team queries.
• Support the Chair of Regional Health & Safety Committees and House Committee meetings.
• Establish and maintain a constructive and professional relationship with customers and service providers and respond to customer queries appropriately.
• Promote and encourage a positive Health & Safety culture within Northern Ireland Region.
• Interpret and apply statutory legislation appropriately to inform required decision making.
• Membership of the Regional Centre Business Continuity Command and Control People Team.
• Support colleagues in national network of Regional Health and Safety Managers via regular meetings to share best practice.
• Review Risk Assessments and Method Statements (RAMs) for all on-site events (non PPM) Planned Preventive Maintenance activities &/or Landlord led works.
• FRAs.
• Liaise with Landlord & Principle contractor.
• First Aider requirements – numbers / defib checks / dated products.
• Supporting Specialist / VOA sites.
• Radiation lead for X-Ray machine.
• Support users with operational lockers
• Support PPD with Health & Safety advice & RAMs reviews
• Support the wider Workplace Operations team and carry out other tasks to contribute towards the day to day running of the Estate where necessary.

Candidates must demonstrate recent relevant experience and competence in applying Health and Safety policy and standards in the workplace by the following deliverables:

• Identification of building related H&S risks.
• Solutions to any issues arising as a result of building inspections and track completion recommended and explored.
• Assurances carried out to ensure effective building related risk assessments are in place.
• Estates related incidents recorded under the ACC1 Accident at Work process are investigated and responded to, with progress reported back to the HMRC Estates Health & Safety Specialist.
• Statutory legislation interpreted and applied appropriately to inform required decision making.

Experience of working within a building management / property / Facilities Management (FM )function is desirable.

Essential Criteria

Hold Associate Membership of the Institution of Occupational Safety and Health (AIOSH) or be able to demonstrate eligibility for membership upon appointment.

• Hold the NEBOSH General Certificate (or equivalent recognised Health and Safety qualification).
• Demonstrate a sound understanding of health and safety legislation, standards and best practice, with the ability to apply this knowledge in a workplace environment.
• Experience of identifying, assessing, and managing workplace health and safety risks, ensuring appropriate controls are implemented and maintained.
• Ability to provide clear health and safety advice, support compliance activities, and contribute to a positive safety culture across a diverse stakeholder environment.
• Commitment to continuous professional development, including achieving and maintaining competence in areas such as Asbestos Awareness, CDM 2015 Regulations, Emergency Response Procedures, Passive Fire Protection, Fire Risk Assessment, and Legionella Awareness.

Qualifications and Professional Development:
