The Head of Technical Assurance and Engineering Excellence role sits within the Professional Services and Estates Assurance (PS&EA) team, a centre of excellence responsible for shaping and delivering Estates policy on Building Services Engineering, Assurance and Environmental initiatives. This includes Net Zero strategy, BMS ownership, Smart Buildings development, and the delivery of technically complex projects such as EV charging infrastructure and wider Net Zero programme. You will operate in as part of a highly technical and specialist team setting standards, driving change and assuring key technical interventions to ensure resilience for HMRCs core operational activities.

Job description

The Head of Technical Assurance and Engineering Excellence is a critical leadership role within HMRC Estates & Locations, requiring an accomplished leader with broad and demonstrable technical expertise across Electrical and Mechanical Building Engineering Services, including Electronic Security and Automatic Access Control Systems.

The postholder will lead a specialist team of Building Services Engineers responsible for delivering Technical Assurance and engineering excellence across Major Capital Projects, Minor Capital schemes, Lifecycle Programmes, HMRC Estate’s asset portfolio, FM and Refurbishment works. They will ensure that Technical Scopes of Work and Client Side Employer’s Requirements are developed, applied, and maintained to consistently high standards whilst offering expert advice and oversight to engineering and technical services activities across the estate portfolio.

The Head of Technical Assurance & Engineering Excellence is a key member of the (PS&EA) Senior Leadership Team, with responsibility for supporting the Deputy Director on their key objectives across Estates & Locations, taking by taking ownership for the technical standards, functional alignment and technical assurance. The postholder will represent the team across a range of internal and external forums, contributing to the strategic direction, professional standards, and continuous development of PS&EA.

Key responsibilities include:

• Lead a specialist team, ensuring workload is prioritised and delivered to a consistently high standard, often at pace within a major central government environment, fostering a culture of professional development and high performance
• Manage delegated budgets effectively, ensuring resources are used responsibly and in accordance with organisational requirements
• Collaborate with supplier on engineering strategies and interventions and solution development
• Ensure HMRC Estates policies are applied across project activity, delivering safe, compliant and resilient Building Engineering Systems
• Lead on legislative change in the technical and engineering spaces, developing and implementing process and assurance changes to ensure compliance
• Provide accurate, timely and authoritative technical advice to senior colleagues, ensuring compliance, promoting best practice and ensuring engineering systems remain available, safe, operational, and compliant
• Lead, mentor, and develop Estates & Locations colleagues and supplier partners through the delivery of technical training and professional support
• Work with the property profession and accreditation bodies to ensure appropriate training and development is in place across the directorate
• Support the PS&EA Deputy Director in discharging their accountabilities on behalf of the Director of Estates & Locations by leading key actions, driving progress, and collaborating effectively with colleagues across Estates & Locations to ensure professional and timely delivery
• Lead the team responsible for preparing the short 1 year, medium 3 years and long-term 5 – 10 years Lifecycle Replacement Programme
• Provide assurance of Supplier LCR planning activities and technical oversight of the subsequent projects from scope through to delivery and commissioning
• Close collaboration with Digital Estates and BIM resources to integrate more efficient tech driven interventions to our estates asset portfolio
• Represent HMRC and its interests in the wider Government LCR / Asset Management forums and external Asset Management events
• Work with external consultants to develop the professional approach and deploying industry best practice in the HMRC environment

Essential Criteria:

• Demonstrable experience in leading Building Engineering Services, with:
• Strong knowledge of the design, construction, commissioning, and operational readiness of electrical systems in commercial office environments (including experience with UPS systems, standby generators, and resilience measures)
• Ability to demonstrate expertise in the design, construction, commissioning, and operational readiness of mechanical systems, including HVAC, heat pumps, refrigeration, gas boilers, domestic hot water systems, and integration with district heating and cooling networks.
• Ability to demonstrate knowledge of BREEAM processes, BISRIA and CIBSE commissioning codes, and practical application of ACOP L8.
• Working knowledge of vertical transportation systems, IDS, CCTV, and Automatic Access Control Systems (AACS).
• Experience and training across all relevant UK legislation, including those specific to Scotland and Northern Ireland.
