About the role:
You will be joining a lively and multiple award-winning dynamic fraud team who are responsible for conducting investigations into all types of fraud that effect the council, including Housing Fraud and Internal Staff Fraud.
The role will require you to successfully attain a professional fraud qualification and obtain extensive practical work experience.
You will work independently and collaboratively as part of a team, with support and guidance from Senior Investigation Officers and Managers.
With supervision and support, you will be able to help to deliver a professional and flexible anti-fraud service to prevent, detect and investigate potential fraud and irregularities perpetrated against the Council whilst obtaining professional qualifications. The Council will fund and fully support you through the training for the professional qualifications.
You will have a professional outlook and presence, along with the ability to learn quickly and have enthusiasm for legal and social issues.
Waltham Forest Council operates a hybrid working model (with a minimum of 2 working days in the office), with a greater balance between home based and office working, subject to role requirements.

Key Responsibilities:
You will conduct investigations of cases of suspected fraud against the Council, under the direct supervision of a Senior Investigations Officer or Manager, which will include assisting with interviews of suspects and witnesses, helping with the delivery of training sessions and the succession completion of proactive anti-fraud projects. As part of supporting the corporate anti-fraud team, you will also generate and analyse management information and advice on key performance indicators and will have excellent levels of literacy and numeracy.
On a day-to-day basis, you will work on responses to enquiries on reactive and proactive fraud investigations, including those resulting from the National Fraud Initiative and ensure they are completed within agreed timescales.
You will assess and prioritise incoming referrals, ensuring that all allegations, intelligence, and referrals are accurately recorded, reviewed, and allocated for investigation in a timely manner. You will exercise sound judgement when assessing risk, evidential value and potential outcomes, ensuring that appropriate action is taken in accordance with departmental policies, procedures, and service priorities.
Qualifications and Requirements:
To be considered for this position, you should meet the following requirements:
- Have the right to work in the UK.
- Have achieved GCSE Grade C/4 or above in Maths and English; or Level 2 Functional Skills in Maths and English
- Be committed to completing the Level 4 Government Counter Fraud Apprenticeship and associated training programme over a 28-month fixed-term period.
- Demonstrate an interest in counter fraud, investigations, compliance, public service, law, intelligence or protecting public funds.
- Possess effective communication skills and be able to produce clear written work.
- Be able to organise your workload, meet deadlines and work effectively as part of a team.
- Be able to obtain the required employment checks, including DBS clearance.

- Ability to handle sensitive and confidential information.
