Role Overview

The HMRC Valuation Office (VO) National Valuation Unit (NVU) provides specialist valuation expertise for some of the most highly specialised and complex properties predominantly for Rating purposes. It also provides technical and legal advice across the wider Valuation Office network as well as taking the lead in complex litigation matters.

These roles sit in the Industrial, Crown and Commercial (ICC) team within NVU. The team is responsible for complex, high value and high-profile valuations which include steel works, MOD hereditaments, chemical works, pipelines, sewage works, film and tv studios, factory outlet villages, superstores, large shops and multi-storey car parks.

As a Technical lead you will deliver NDR casework and provide technical advice to colleagues to support consistent valuation practice across the network.

Key responsibilities

• Deliver complex NDR casework with defined national classes, ensuring valuations are robust, evidence-based and professionally sound.
• Provide technical leadership, guidance and support to both NVU caseworkers and colleagues across the wider Valuation Office network.
• Leading Group Pre Challenge Review (GPCR) schemes and other forms of central discussions.
• Providing overall leadership of relevant Class Co-ordination Teams (CCTs).
• Support and drive delivery of the Revaluation Programme, including evidence gathering, analysis, writing Practice Notes and leading central discussions on prior agreement.
• Undertake Peer review and assurance as required on complex, high risk or high profile valuations.
• Provide expert witness and advocacy in complex litigation at Valuation Tribunal and Upper Tribunal and beyond where required
• Act as counsellor/supervisor/buddy to colleagues undertaking professional qualifications.
• Maintain and develop specialist knowledge, including wider economic and commercial environment, sharing professional expertise to support colleagues and promote consistent valuation practice.

Person specification

We are looking for an experienced valuation professional with the technical credibility to lead on complex and high-profile rating matters. You will be confident in interpreting and applying legislation and case law to support sound valuation decisions, while building effective relationships with a wide range of stakeholders.

You will be an effective communicator with the ability to influence others, share specialist knowledge and promote consistent valuation practice. A commitment to professional excellence and the development of others will also be key to success in this role.

Essential Requirements

• MRICS/FRICS or IRRV (hons), qualified in the valuation or real estate pathways.
• Significant experience of delivering complex valuation casework, with the ability to apply legislation, case law and professional judgement to inform decision-making.
• Advanced technical expertise in Non-Domestic Rating and valuation practice, with the credibility to provide authoritative advice and guidance on complex matters.
• Ability to lead, motivate and inspire others to deliver results including sharing your professional knowledge and expertise to build capability and support colleagues in their professional development and qualification pathways.
• Strong stakeholder management and influencing skills with the ability to use high level negotiating, consulting and interpersonal skills to achieve co-operation over mutually acceptable solutions.
• Excellent communication skills and be able to deal with a wide range of customers, stakeholders and present complex details clearly at Tribunal.
• Strong analytical skills, with the ability to evaluate a range of evidence, identify key issues and reach robust, evidence-based conclusions.

Licences

A full UK Driving Licence is essential to this role.
This role requires regular travel to inspect specialist sites Surveyors are also required to transport PPE and surveying equipment to and from sites. A full UK driving licence is considered necessary for this role.
