Team/Division Overview

The Hwb programme is responsible for delivering safe, inclusive and bilingual national digital education services for Wales. The team ensures Hwb services support the Curriculum for Wales, protect learners’ rights, safety and wellbeing, and promote equitable access to digital tools across schools. Through strong governance, supplier management and assurance, the team ensures services are secure, resilient and compliant, while supporting the responsible introduction of new digital technologies that enhance teaching and learning.

Job description

Hwb Cloud Delivery Manager (PAS)

The Hwb Cloud Delivery Manager plays a vital role in supporting the smooth, reliable, and secure operation of Hwb’s Provisioning and Authentication Service (PAS), the national identity and account management platform that underpins access to digital learning tools for every maintained school in Wales.

Working closely with the Senior PAS Delivery Manager, technical teams and managed service providers, the role provides day‑to‑day delivery support across a complex, multi‑supplier environment. This includes coordinating delivery activity, tracking progress against milestones, facilitating collaboration between suppliers and internal teams, and helping to resolve issues that could impact service continuity.

The post‑holder provides structure and discipline to the delivery process by supporting change governance, risk and issue management, and quality assurance activities. They help ensure developments meet agreed standards, safeguard users, and comply with data protection and security requirements. The role also contributes to continuous improvement by gathering insight, identifying inefficiencies, and helping drive enhancements that improve the reliability and effectiveness of the Provisioning Service.

Through proactive coordination, strong communication, and thoughtful engagement with stakeholders across local authorities, suppliers, and internal teams, the Delivery Manager helps ensure that Hwb’s core identity and provisioning services remain stable, resilient, and responsive to the needs of the education sector. This role directly supports the safe and impactful use of digital technology in Welsh schools, contributing to an equitable digital experience for all learners and practitioners.

Hwb EdTech Delivery Manager

You will work as part of a small team to support the delivery and implementation of the Hwb EdTech Programme which aims to drive the digital transformation of education in Wales. You will be supporting the delivery of digital initiatives related to informing and transforming the way schools embrace technology in the classroom. You will work closely with local authorities, through governance groups such as the Technical Standardisation Group (TSG) and partners to support them to meet the Education digital standards (EDS) and enhancing their digital maturity.

Reporting to the Hwb Senior EdTech Delivery Manager, the post holder will undertake a pivotal role in supporting the adoption of digital and technology across all maintained schools in Wales.

We are looking for candidates to join the Hwb team who are positive, motivated and well‑organised professional, driven by clear goals and a strong sense of public service. They will be energised by working at a national, cross‑sector level, helping improve digital experiences for learners, practitioners and schools across Wales. A background in education isn’t necessary but a good understanding of delivery, change management and supplier assurance is a must.

Person specification

As the Hwb Cloud Delivery Manager, you will:

• Support the Senior Delivery Manager in maintaining and monitoring the delivery roadmap, tracking progress, identifying slippage, and escalating risks or blockers promptly.
• Participate in and occasionally lead agile sessions with technical architects, managed service providers, and teams to maintain progress. Keep the Asana board updated and accurate.
• Ensure developments and enhancements deliver clear value for money and measurable benefits to end users, challenging others to think in the same way.
• Act as a point of contact for contracted suppliers, helping to ensure they meet contractual commitments and supporting the Service Delivery Manager in supplier performance discussions.
• Work collaboratively with technical teams, LAs, delivery partners and MSPs to ensure work packages are well‑defined, prioritised, and aligned to continuous service improvement.
• Provide clear guidance and hands‑on problem‑solving support to Local Authorities as they transition their school MIS platforms, ensuring continuity of Hwb accounts throughout migrations.
• Communicate technical updates, incident information and service changes through established channels, ensuring messages are accurate, timely and accessible.
• Support incident resolution processes by assisting with triage, coordination, and follow‑up actions.
• Assist the Senior Delivery Manager in managing, documenting and mitigating risks and issues affecting the provisioning service.
• Ensure all Non‑Functional Requirements (NFRs) are understood, met, and evidenced, raising concerns where suppliers fall short.
• Review the scoped requirements and use the security procurement framework to find a supplier who can conduct the annual ITHC together with the team.
• Work with suppliers to track and validate the remediation of IT Health Check (ITHC) and security assessment findings.
• Help ensure new features and changes undergo appropriate quality assurance, including safeguarding controls, data protection requirements, and UK GDPR compliance.
• Contribute to service reviews and lessons‑learned activities, ensuring improvements are captured and embedded into planning and delivery cycles.
• Support the creation of clear, accurate technical guidance and documentation to help stakeholders understand changes and reduce operational friction.
