Senior Programme Manager
Glasgow (Hybrid, 2/3 days per week onsite)
Rate is Neg, D.O.E (Inside ir35)
We are seeking an experienced Senior Programme Manager to support a major rail fleet renewal and infrastructure transformation programme within a large public sector transport organisation.
The programme will oversee the replacement and modernisation of an ageing passenger train fleet, including the introduction of new electric and low-carbon trains, fleet life-extension activities, depot enhancements, workforce planning, and supporting rail infrastructure improvements.
Reporting to the Programme Director, you will lead programme planning, governance, reporting, risk management, and stakeholder engagement across a complex portfolio of train fleet, rail infrastructure, and operational improvement projects.
Key Responsibilities
- Develop and maintain integrated programme plans.
- Manage programme risks, issues, budgets, and dependencies.
- Provide governance, assurance, and executive reporting.
- Drive PMO best practice, controls, and continuous improvement.
- Collaborate with senior stakeholders, delivery teams, suppliers, and rail industry partners.
- Ensure successful delivery of programme objectives and benefits.
Essential Experience
- Significant programme management experience in complex environments.
- Strong governance, reporting, planning, and risk management expertise.
- Experience delivering large-scale rail, train fleet, infrastructure, engineering, asset renewal, or transformation programmes.
- Excellent communication and stakeholder management skills.
- Programme or Project Management qualification (or equivalent experience).
Desirable
- Experience within the rail, transport, infrastructure, engineering, or other regulated sectors.
