Job description

Estates is at the forefront of delivering the biggest property programme in the UK. We are the leading edge of Government property transformation. The purpose of Estates is to provide HMRC with an estate which is the right size and shape to meet both the current and future needs of our customers in HMRCs business areas. We are a customer service organisation which exists to offer high quality, easy to use services to enable our colleagues to perform at their best by providing working environments in which they want to work.

To achieve a best in Government Asset Management function through a financially sustainable model, delivering excellence and working across the HMRC Estate directorate to develop and deliver a NET Zero Estate by 2040.

Support the delivery of full assurance to senior leaders around HMRC Estate’s asset portfolio. Achieve best in Government Asset Management function in a financially sustainable model, delivering excellence and working across the HMRC Estate directorate to develop and deliver a NET Zero Estate by 2040.

Support the development and delivery of Lifecycle Replacement Programmes, reporting against the Strategic Asset Management Plan. Working with key stakeholders in Estates to create a ‘one estate’ approach and representing HMRC Estates across Government LCR / Asset Management and external forums, capturing industry best practice to maximise HMRC’s workplace environment.

Person specification

Support the Head of Operational Asset Management and Lifecycle Replacement in all areas of Asset Management. Lead on unpacking of Asset data from internal and external sources to understand and inform Asset performance/ condition. To support in developing a Lifecycle Replacement Programme. Prepare Asset/ Lifecycle Replacement (LCR) reports and provide data to report in to and against the Strategic Asset Management Plan (SAMP).

Support with the management of information and data, lead on data analysis to provide evidence to inform capital investment, maintenance strategies, estate strategy and tactical planning. Ensuring investment is directed into the most needed areas of the estate

Work collaboratively with teams across the HMRC, to ensure property, condition and component information is robust, accurate and current and changes in the condition, configuration and status of property assets are recorded in all relevant systems in a timely and accurate manner.

Work with suppliers to ensure all services relating to Asset Management are delivered in line with the contract

Work with external Consultants to draft client briefs to procure in technical services relating to Asset Management i.e. Condition surveys/acquisition surveys

Work with the Internal Project Delivery Teams/external consultants to support financial management/budget tracking /forecasting

Ensuring processes, system links and reports are in place and are operating correctly, to support the effective management of asset data, including data provided by contractors and other external sources i.e., Building Information Model (BIM), Building Management System (BMS), Computer Aided Facilities Management (CAFM)

Regularly audit asset information and Planned Preventative Maintenance (PPM) / reactive delivery, asset information management processes and automated system links, including those managed by others, and correct errors, implement improvements and report on the results.

Supporting with Developing and creating a monthly report detailing risk, issues, and financials for consumption of senior leaders and providing updates against the Strategic Asset Management Plan

Resolve queries and ad hoc requests for information and advice and escalate more specialist and complex queries or issues to the Head of Operational Asset Management & Lifecycle Programme.

Essential Criteria

If not already held, you must be willing to obtain IAM Certificate within 15 months of take up duty.

Evidence of dealing with a diverse range of challenging stakeholders at a senior level.

  • Knowledge of Property Legislation i.e., Planning, Building Control, Statutory Compliance, Commercial Landlord and Tenant
  • Ability to analyse and interpret information, engaging stakeholders to make informed decisions and deliver business-focused solutions
  • Knowledge and understanding of building fabric and Mechanical and Electrical disciplines
  • Evidence of working with a range of people and demonstrating negotiation skills
  • Excellent relationship builder, experienced working across all levels in an organisation
  • Able to prioritise work within team
  • Able to work in a data driven environment to produce data insights which support the continuous improvements of the Estates

Desirable Criteria

  • IWFM Level 4 is desirable.
