Rate: $80 - $120/hour (Based on Experience)
Travel: Occasional travel as required. No per diem or expenses for work performed in Port Hope.

About the Opportunity

We are currently seeking an experienced Manager, Supply Chain to join the team at Canadian Nuclear Laboratories (CNL) in Port Hope, Ontario. This is a key leadership position responsible for overseeing procurement, contracting, and supply chain management activities supporting major environmental remediation and capital projects.

Reporting functionally to the Director, Supply Chain, you will provide strategic leadership across high-value procurement initiatives, contract negotiations, supplier relationships, and commercial risk management while supporting complex programs within a highly regulated environment.

This opportunity is ideal for an experienced supply chain professional with extensive experience managing large-scale procurement activities, EPC projects, and complex commercial contracts.

Responsibilities

  • Lead all procurement, contracting, and supply chain activities within an assigned portfolio.
  • Develop and execute strategic sourcing and procurement strategies supporting major capital projects.
  • Oversee the complete procurement lifecycle, including:
    • Supplier qualification
    • RFP development and evaluation
    • Contract negotiations
    • Contract award
    • Post-award contract administration
  • Lead negotiations for high-value and high-risk commercial agreements.
  • Develop long-term strategic supplier relationships while improving supplier performance.
  • Provide commercial leadership and guidance to project managers, legal advisors, and technical stakeholders.
  • Ensure compliance with CNL policies, Canadian procurement legislation, and commercial best practices.
  • Manage complex contract claims, dispute resolution, mediation, and commercial negotiations.
  • Lead and mentor Supply Chain personnel while managing departmental budgets, planning, and resource allocation.
  • Support portfolio planning and contribute to strategic business initiatives.
  • Present commercial recommendations and procurement strategies to senior leadership.
  • Foster collaboration across internal stakeholders including Engineering, Legal, Project Management, Finance, and Executive Leadership.

Required Qualifications

Education

  • Bachelor’s Degree in:
    • Business
    • Commerce
    • Economics
    • Law
    • Business Management
    • or a related discipline

Professional certifications considered an asset:

  • SCMP / PMAC
  • PMP
  • SCMAO
  • Equivalent procurement or project management certifications

Required Experience

  • 10+ years of progressive experience in:
    • Supply Chain Management
    • Procurement
    • Strategic Sourcing
    • Contract Management
  • Extensive experience negotiating high-value commercial contracts.
  • Strong experience with Target Cost Contracts.
  • Experience managing complex multi-million-dollar procurement programs.
  • Strong knowledge of:
    • Procure-to-Pay (P2P)
    • Contract lifecycle management
    • EPC projects
    • Design-Build
    • Design-Bid-Build
    • Major capital project procurement
  • Experience leading commercial negotiations and contract dispute resolution.
  • Experience managing supplier performance and strategic partnerships.
  • Previous leadership or people management experience.

Preferred Experience

  • Nuclear industry experience
  • Environmental remediation projects
  • Other highly regulated industries (energy, utilities, infrastructure, mining, oil & gas, aerospace, defence, etc.)
  • Experience working with legal teams on complex commercial agreements
  • Public sector or Crown Corporation procurement experience
